Ladakh UT Announces Major Bureaucratic Reshuffle: 18 IAS & JKAS Officers Get New Roles

Leh: In a significant administrative shake-up, the Union Territory Administration of Ladakh issued orders on Monday reallocating responsibilities and transferring a total of 18 officers, including 3 IAS and 13 JKAS officers, in an effort to streamline governance and improve departmental functioning.

The reshuffle involves both key additional charges to senior IAS officers and wide-scale reassignments across various departments in the UT Secretariat and field postings.

IAS Officers Get Additional Responsibilities

Sanjit Rodrigues (IAS: 2013: AGMUT) has been assigned Information & Public Relations in addition to his current charge of Tourism & Culture and Housing & Urban Development.

Bhanu Prabha (IAS) will now oversee Youth Services & Sports in addition to Higher Education, Technical Education & Skill Development, and School Education.

Rudra Goud PT (IAS) has been entrusted with Power Development and New & Renewable Energy, alongside his existing charge of Industries & Commerce and Animal/Sheep Husbandry & Fisheries.

Major JKAS Transfers & Postings

Dr. Zahida Banoo has been posted as Secretary, Ladakh Subordinate Services Selection Board (LSSSSB) and will also hold additional charge of Regional Transport Officer, relieving two officers from their dual roles.

Kunzes Angmo, previously Director, Tourism, is now Director, Social and Tribal Welfare, replacing Tashi Dolma.

Tashi Dolma has been moved to Director, School Education, taking over from Tsering Paldan, who has been reassigned as Director, Tourism, and given additional charge of Additional Registrar, Cooperatives.

Secretariat and Field-Level Reassignments

Mohammad Usman Khan joins as Additional Secretary in Agriculture & Horticulture, Transport and Cooperatives, replacing Ravi Shanker, who has been posted as SDM, Shakar Chiktan, with additional charge of Tehsildar.

Sumera Shafi takes on new roles in School Education, Higher Education, and Youth Services, while continuing with her existing departments until Atul Singh Mankotia resumes from leave.

Atul Singh Mankotia will resume duties as Under Secretary in Labour & Employment, H&UD, Tourism & Culture, and I&PR after his leave ends.

Dr. Stanzin Thackchos will temporarily oversee Tourism & Culture and I&PR, and is set to report to Animal / Sheep Husbandry & Fisheries from September 1, 2025, or upon Mankotia’s return.

Nilza Angmo, back from maternity leave, is posted to FCS&CA and DMRR&R as Under Secretary.

Sanjat Bhardwaj moves from SDM, Shakar Chiktan to the UT Secretariat as Under Secretary in IT and Social & Tribal Welfare.

Mohit Sharma has been reassigned to handle Forests, Rural Development & Panchayati Raj, and Science & Technology.

Imtisaal Rasool, formerly OSD in Industries, moves to the UT Secretariat as Under Secretary in Industries, Animal/Sheep Husbandry, and Power Development.

Jigmet Angchuk, currently with LSSSSB, takes on additional charge of Health & Medical Education.

Abied Hussain will serve as OSD for Technical Education & Skill Development, in addition to his existing duties.

Dr. Asif Hussain, relieved from the Lt. Governor’s Secretariat, has been directed to report to Animal/Sheep Husbandry & Fisheries for a new posting.

Governance Strengthening Through Realignment

The UT Administration stated that the restructuring was undertaken to enhance coordination, streamline service delivery, and ensure operational efficiency across departments as Ladakh continues to build institutional capacity following its transition into a Union Territory.
