New Delhi: The Ministry of Ports, Shipping and Waterways has conveyed the approval of the Hon’ble Minister-in-Charge for assigning the additional charge of Director (Finance), Shipping Corporation of India (SCI) to Captain Som Raj, who currently serves as Director (Personnel & Administration), SCI.
The additional charge will be effective from January 1, 2026 to March 31, 2026, or until the post is filled on a regular basis or until further orders, whichever is earlier, subject to the approval of the Appointments Committee of the Cabinet (ACC).
Completion of Existing Additional Charge
The tenure of the additional charge of Director (Finance) currently held by Mr. Vikram Dingley, Director (Technical & Offshore Services), SCI, will conclude on December 31, 2025.

Captain Som Raj’s Current Roles and Responsibilities
Captain Som Raj assumed charge as Director (Personnel & Administration) of SCI on July 15, 2025. In addition, he also holds the position of Director (Operations) at Shipping Corporation of India Land and Assets Ltd. (SCILAL) and serves as Functional Director at Inland & Coastal Shipping Ltd. (ICSL).
A seasoned maritime professional, Captain Som Raj brings over 35 years of experience spanning ship operations, human resource management, and maritime training. He began his career with SCI in 1990 as a Trainee Nautical Officer and rose through the ranks to become a Ship Master in 2005.
Distinguished Leadership and Professional Journey
Captain Som Raj transitioned to shore-based roles in 2007, marking the beginning of a distinguished leadership career. He has held several pivotal positions, including Marine Superintendent (Quality and Safety), Principal of SCI’s Maritime Training Institute, and General Manager (Fleet Personnel).
As General Manager In-charge (Personnel & Administration) earlier, he oversaw the welfare and administration of nearly 3,000 seafarers and shore employees, managed key industrial relations, led wage and regulatory negotiations, and supervised the management of shore infrastructure across SCI.
His leadership has played a crucial role in reducing vessel off-hire periods, optimizing manpower deployment, and ensuring seamless coordination with major stakeholders such as ONGC and the Andaman & Nicobar Administration.
Contributions to National and Strategic Projects
Throughout his career, Captain Som Raj has been closely associated with several strategic and national initiatives, including his contribution to ISRO’s Mars Orbiter Mission and ensuring SCI’s operational preparedness during the Prime Minister’s visit to Port Blair.
Known for his strategic foresight, operational expertise, and strong focus on employee development, Captain Som Raj is widely regarded as a leader well-positioned to further strengthen SCI’s operational and financial governance.
