CBIC Accepts VRS of 2 IRS Officers; Know R. Shivakumar and Rajesh Dhawan

The Central Board of Indirect Taxes and Customs has accepted the voluntary retirement applications of Assistant Commissioners R. Shivakumar and Rajesh Dhawan, who were serving in the Chennai and Chandigarh zones respectively.

New Delhi: The Central Board of Indirect Taxes and Customs (CBIC) has accepted the Voluntary Retirement Scheme (VRS) applications of two Assistant Commissioners belonging to the Indian Revenue Service (IRS – Customs & Indirect Taxes).

The two officers are R. Shivakumar and Rajesh Dhawan. At the time of the VRS decision, Shivakumar was associated with the Chennai Customs Zone, while Dhawan was serving under the Chandigarh GST & Central Excise Zone.

Their exit through voluntary retirement comes while both officers were serving as Assistant Commissioners in different operational and administrative roles within the CBIC’s field formations.

Who Is R. Shivakumar?

R. Shivakumar is an Indian Revenue Service officer belonging to the Customs & Indirect Taxes cadre under the Government of India.

He entered the central civil services as part of the 2025 batch and is identified by Employee ID 13748.

Shivakumar has served in revenue administration and operational assignments within the customs setup. His posting was under the Chennai Customs Zone, where he was allocated to the Chennai Cus IV Commissionerate.

As an Assistant Commissioner, his responsibilities were connected with indirect tax administration, trade compliance and revenue-related enforcement within the customs administration.

His professional profile is within the CBIC’s customs and indirect tax administration and is distinct from senior officers with similar names serving in other central government organisations.

R. Shivakumar’s Chennai Customs Posting

Shivakumar was posted under the Chennai Customs Zone and allocated to the Chennai Cus IV Commissionerate.

The Chennai Customs formations handle customs administration associated with one of India’s major maritime and commercial centres. Within this framework, Assistant Commissioners perform functions related to revenue administration, trade facilitation, compliance and enforcement.

Shivakumar’s VRS application has now been accepted by the CBIC, marking his exit from the service through the voluntary retirement route.

Who Is Rajesh Dhawan?

Rajesh Dhawan is also an Indian Revenue Service officer serving under the Customs & Indirect Taxes cadre of the Government of India.

He belongs to the 2023 batch of the IRS.

Before the acceptance of his VRS application, Dhawan was serving as an Assistant Commissioner in the Jalandhar division under the Amritsar jurisdiction of the Chandigarh GST & Central Excise Zone.

His responsibilities extended beyond routine revenue operations and included institutional and administrative functions.

Rajesh Dhawan’s Administrative Responsibilities

During his posting, Dhawan was associated with Headquarters Personnel & Vigilance (P&V) responsibilities.

He was also handling public grievances through the Centralized Public Grievance Redress and Monitoring System (CPGRMS).

The combination of field and headquarters-related responsibilities placed him within both revenue administration and internal institutional processes of the department.

With the CBIC accepting his VRS application, Dhawan will now leave the IRS (Customs & Indirect Taxes) service through voluntary retirement.

Two IRS Officers Exit Through VRS

The acceptance of the two applications represents separate voluntary-retirement decisions involving officers serving in different CBIC formations.

R. Shivakumar was associated with the Chennai Customs Zone, while Rajesh Dhawan was serving under the Chandigarh GST & Central Excise Zone.

Their respective assignments covered customs, indirect tax administration, revenue operations, personnel and vigilance functions and public grievance handling.

The CBIC’s acceptance of their VRS applications formally clears their voluntary retirement from the service, bringing their respective tenures as Assistant Commissioners to an end.
