New Delhi: India has expanded the diplomatic responsibilities of Chinmoy Naik, a 2004-batch Indian Foreign Service (IFS) officer currently serving as the country’s High Commissioner to the Cooperative Republic of Guyana. On October 21, 2026, he was concurrently accredited to three additional diplomatic assignments in the Caribbean, with his residence remaining in Georgetown, Guyana.

Under the new arrangement, Naik will also serve as the High Commissioner of India to the Federation of St Kitts and Nevis, the High Commissioner of India to Antigua and Barbuda, and the Ambassador of India to the Caribbean Community (CARICOM).

The development follows his appointment as India’s High Commissioner to Guyana in September 2026. Before moving to Georgetown, Naik served as Deputy High Commissioner at the High Commission of India in Ottawa, Canada.

Chinmoy Naik Gets Three Additional Diplomatic Assignments

The latest decision adds three responsibilities to Naik’s existing role as India’s High Commissioner to Guyana. All three assignments will be handled from his base in Georgetown.

His new responsibilities are:

  • High Commissioner to the Federation of St Kitts and Nevis: He will represent India in its diplomatic engagement with the Caribbean island nation.

  • High Commissioner to Antigua and Barbuda: He will also lead India’s diplomatic representation in Antigua and Barbuda.

  • Ambassador to CARICOM: He will represent India in its engagement with the Caribbean Community, a regional organisation promoting cooperation and integration among Caribbean countries.

The concurrent accreditation arrangement allows one diplomat to represent India in multiple countries and a regional organisation while residing in a designated country. In this case, Georgetown will remain Naik’s base for all four responsibilities, including his existing assignment in Guyana.

Appointment as India’s High Commissioner to Guyana

In September 2026, the Ministry of External Affairs (MEA) appointed Chinmoy Naik as India’s next High Commissioner to the Cooperative Republic of Guyana.

He took up the assignment in Georgetown in October 2026. On October 20, 2026, he presented his Letters of Credence to Guyanese President Dr Mohamed Irfaan Ali, formally presenting his credentials as India’s High Commissioner.

Naik’s appointment to Guyana marked a new phase in a diplomatic career spanning more than two decades, during which he has served at Indian missions in Asia, Europe and North America and handled specialised portfolios at the MEA headquarters in New Delhi.

His concurrent accreditation to St Kitts and Nevis, Antigua and Barbuda, and CARICOM now broadens his diplomatic responsibilities across the Caribbean region.

Who Is Chinmoy Naik?

Mr Naik is a career diplomat belonging to the 2004 batch of the Indian Foreign Service. Since joining the service, he has served in Indian diplomatic missions abroad and handled a range of political, strategic and functional portfolios at the Ministry of External Affairs headquarters.

His diplomatic experience covers Eurasia, disarmament, new technologies and cultural diplomacy, in addition to his overseas assignments. These responsibilities have involved different dimensions of India’s foreign relations, from regional affairs and strategic issues to technological developments and cultural engagement.

Over the course of his career, Naik has served in Beijing, Paris and Ottawa before taking up his current assignment in Georgetown.

Career in Ottawa: Deputy High Commissioner and Acting High Commissioner

One of Naik’s recent assignments was at the High Commission of India in Ottawa, Canada, where he assumed charge as Deputy High Commissioner in February 2023.

His tenure coincided with a difficult phase in India-Canada relations. In October 2024, following a serious diplomatic rift that led to the withdrawal of India’s High Commissioner and five other diplomats from Canada, Naik was designated as India’s acting High Commissioner to Canada, according to reports on his career.

The arrangement enabled the Indian mission to continue its operations during a period of strained bilateral ties.

His work in Ottawa added to his experience in managing diplomatic mission operations and maintaining official engagement during a challenging period in bilateral relations. He remained associated with the Indian mission in Canada until his subsequent appointment to Guyana in 2026.

Earlier Diplomatic Assignments in Beijing and Paris

Before his Ottawa posting, Naik served at the Embassy of India in Beijing, China, and the Embassy of India in Paris, France.

These overseas assignments formed part of his diplomatic career across Asia and Europe, exposing him to different regional and bilateral priorities.

His service at Indian missions abroad has been complemented by assignments at the MEA headquarters in New Delhi, where he handled matters related to Eurasia, disarmament, new technologies and cultural diplomacy.

Key Responsibilities at the Ministry of External Affairs Headquarters

During his tenure at the MEA headquarters in New Delhi, Naik dealt with several specialised areas of India’s foreign policy.

His portfolios included Eurasia, involving regional diplomatic affairs; disarmament, covering issues related to arms control and international security; new technologies, an increasingly important area of international engagement; and cultural diplomacy, which supports India’s engagement with other countries through cultural and people-to-people ties.

The range of these responsibilities reflects his experience across both strategic and functional aspects of diplomacy.

What Is CARICOM and Why Is the Assignment Important?

The Caribbean Community, commonly known as CARICOM, is a regional organisation that promotes economic integration, foreign policy coordination and cooperation among Caribbean countries.

India’s engagement with Caribbean nations includes diplomatic dialogue, development cooperation and collaboration in areas of mutual interest. Having a designated ambassador to CARICOM provides a channel for engagement with the regional organisation in addition to India’s bilateral relations with individual member countries.

With Naik’s concurrent accreditation, India will manage its diplomatic representation to Guyana, St Kitts and Nevis, Antigua and Barbuda, and CARICOM through a diplomat based in Georgetown.

The arrangement brings several related diplomatic responsibilities under one mission base and extends Naik’s role beyond bilateral relations with Guyana to India’s wider engagement in the Caribbean.

Chinmoy Naik’s Current Diplomatic Profile

As of October 2026, Naik’s responsibilities include four diplomatic assignments: High Commissioner of India to Guyana, High Commissioner to St Kitts and Nevis, High Commissioner to Antigua and Barbuda, and Ambassador of India to CARICOM.

His career has taken him through diplomatic missions in Beijing, Paris and Ottawa, as well as strategic and specialised desks at the MEA headquarters in New Delhi.

The latest accreditations represent an expansion of his current responsibilities as India continues its diplomatic engagement with countries and regional institutions across the Caribbean.
