CIPET and IOCL Sign MoA to Launch Skill Development Programs for Underprivileged Youth in UP, Haryana and Assam

Residential, job-oriented training to benefit 280 youths near Mathura, Panipat, and Guwahati refineries, enhancing employability in petrochemical and manufacturing sectors.

New Delhi: In a significant step toward empowering unemployed and underprivileged youth, the Central Institute of Petrochemicals Engineering & Technology (CIPET) and the Indian Oil Corporation Limited (IOCL) Refineries Headquarters, New Delhi, have signed a Memorandum of Agreement (MoA) to roll out job-oriented residential skill development programs across multiple states.

The agreement was formalized on 19 November 2025 in the presence of Arvind Kumar, Director (Refineries), IOCL, and Prof. (Dr.) Shishir Sinha, Director General, CIPET. Senior officials from both organisations also attended the ceremony, marking a strengthened collaboration for social upliftment and workforce development.

Training Initiative for 280 Youth in Three States

Under the MoA, CIPET will conduct residential, job-oriented skill development programs designed for underserved and unemployed youth. The initiative will cover Uttar Pradesh, Haryana, and Assam, specifically focusing on regions surrounding key IOCL refineries located in Mathura, Panipat, and Guwahati.

A total of 280 beneficiaries will be trained under this program. The courses aim to equip participants with practical skills relevant to the petrochemical and manufacturing sectors, enhancing their employability and opening new livelihood opportunities.

Focus on Industry-Relevant Skill Development

The collaboration combines CIPET’s expertise in technical training with IOCL’s commitment to community development. The skill programs will emphasize hands-on learning, industry standards, and job readiness to ensure that trainees are equipped to meet the needs of modern industrial workplaces.

Both organizations aim to create sustainable social impact by bridging skill gaps and supporting youth employment in regions where industrial operations play a major role in the local economy.
