CM Mohan Yadav Invites Telecom Investments in Madhya Pradesh, Gwalior Telecom Manufacturing Zone to Create 10,000 Jobs

At the Mumbai Investor Round Table, CM Mohan Yadav and Union Minister Jyotiraditya Scindia showcased Madhya Pradesh's investor-friendly policies, offering major subsidies, low-cost industrial land, and infrastructure for the upcoming Telecom Manufacturing Zone in Gwalior.

Gwalior: The Madhya Pradesh Government hosted a high-level Investor Round Table in Mumbai to attract investments in the state’s telecom manufacturing sector. The event was attended by Chief Minister Dr. Mohan Yadav, Union Minister for Communications Jyotiraditya Scindia, senior government officials, and leading industry representatives.

The meeting focused on promoting the upcoming Telecom Manufacturing Zone (TMZ) in Gwalior, highlighting the state’s industry-friendly policies, financial incentives, and employment opportunities.

Chief Minister Mohan Yadav invited domestic and global investors to establish manufacturing units in Madhya Pradesh, emphasizing that the state has emerged as one of India’s most preferred investment destinations.

CM Mohan Yadav Invites Investors to Madhya Pradesh

Addressing the gathering, Chief Minister Mohan Yadav said the Government of India and the Madhya Pradesh Government are jointly developing the Telecom Manufacturing Zone in Gwalior, reflecting their commitment to industrial growth and technological advancement.

He said that over the past two-and-a-half years, Madhya Pradesh has attracted unprecedented investments across multiple sectors due to its investor-friendly policies.

The Chief Minister highlighted that:

  • Madhya Pradesh offers some of the lowest industrial electricity tariffs in India.
  • The state has a skilled workforce to support manufacturing industries.
  • The government provides wage support for employment-intensive industries for five to ten years.
  • Investors continue to place strong confidence in the state’s industrial ecosystem.

He added that the first Investor Round Table held in Delhi generated investment proposals worth ₹3,500 crore, expected to create around 12,000 jobs.

According to the Chief Minister, investors who establish businesses in Madhya Pradesh rarely leave because of the state’s supportive business environment.

Gwalior Telecom Manufacturing Zone to Offer Attractive Incentives

The proposed Telecom Manufacturing Zone (TMZ) in Gwalior will provide significant incentives to encourage investment.

Key Incentives for Investors

  • Industrial land available on lease at ₹1 per square metre.
  • 50% capital subsidy for eligible investments.
  • ₹5,000 monthly wage assistance per worker for qualifying industries.
  • State support of up to ₹8,000 crore against investments worth ₹12,000 crore.
  • More than 10,000 employment opportunities expected.
  • Affordable electricity and utility infrastructure.
  • Plug-and-play industrial facilities.

The groundbreaking ceremony for the Telecom Manufacturing Zone is expected to take place within the next two to three months.

Gwalior to Become India’s Telecom Manufacturing Hub

Chief Minister Mohan Yadav described the Gwalior Telecom Manufacturing Zone as a landmark project that would position Madhya Pradesh as a major manufacturing destination for telecom equipment.

He noted that the project is located close to the National Capital Region (NCR), making it strategically attractive for industries.

The Telecom Manufacturing Zone is being developed under a Memorandum of Understanding (MoU) signed between the Government of India and the Government of Madhya Pradesh.

Madhya Pradesh Highlights Industrial Success Stories

The Chief Minister highlighted several achievements that demonstrate the state’s industrial growth.

He said:

  • Madhya Pradesh has maintained strong law and order, creating a stable business environment.
  • The state has not experienced major labour-related disruptions.
  • The Global Investors Summit (GIS) 2025 attracted investment commitments exceeding ₹30 lakh crore, with nearly 30% of the projects already under implementation.
  • Another Global Investors Summit is planned for 2027.

He also pointed to the rapid allocation of land in major industrial projects such as:

  • PM MITRA Textile Park.
  • Babai–Mohasa Electrical Equipment Park.
  • Upcoming Telecom Manufacturing Zone in Gwalior.

Union Minister Jyotiraditya Scindia Highlights India’s Telecom Transformation

Union Communications Minister Jyotiraditya Scindia said India has witnessed a telecom revolution under the leadership of Prime Minister Narendra Modi.

He highlighted that:

  • India has become the world’s second-largest self-reliant telecom nation.
  • The country now has over 500 million 5G users.
  • The updated Telecom Act has created a modern regulatory framework for future technologies.
  • The government’s vision is “Make in India, Make for the World.”

Scindia described the telecom sector as the “central nervous system” of a developed India and said it would play a key role in achieving the Viksit Bharat 2047 vision.

India Emerging as a Global Electronics Manufacturing Hub

Scindia also highlighted India’s rapid progress in electronics manufacturing.

According to him:

  • India now manufactures 33 crore mobile phones annually, compared to around 5 crore units in earlier years.
  • Nearly 20% of Apple’s global smartphone production now takes place in India.
  • India records approximately 20 billion UPI digital transactions every month.
  • The country has shared UPI technology with nine countries.

He said the Telecom Manufacturing Zone would offer a world-class ecosystem with plug-and-play facilities and global-standard infrastructure for telecom equipment manufacturers.

Senior Officials Outline Telecom Manufacturing Zone Roadmap

Additional Chief Secretary Neeraj Mandloi said the Telecom Manufacturing Zone would be India’s first dedicated industrial ecosystem for telecom equipment manufacturing.

Phase-wise Development

  • Phase 1: 170 acres.
  • Future Expansion: Additional 400 acres proposed.
  • Six specialised testing laboratories to be established.
  • Affordable land, power, and water facilities.
  • Located around 300 km from the National Capital Region (NCR).

Mandloi said the project would strengthen India’s telecom manufacturing ecosystem while generating more than 10,000 direct employment opportunities.

Madhya Pradesh Strengthens Position as an Investment Destination

The Mumbai Investor Round Table reinforced Madhya Pradesh’s strategy of attracting sector-specific investments through competitive incentives, strong infrastructure, and proactive industrial policies.

With the upcoming Telecom Manufacturing Zone in Gwalior, the state aims to become a leading destination for telecom equipment manufacturing, supporting India’s vision of self-reliance in advanced technology and electronics manufacturing.
