Bhopal: The Madhya Pradesh Cabinet, chaired by Chief Minister Dr. Mohan Yadav, has approved development projects and welfare proposals worth ₹32,070 crore aimed at strengthening agriculture, healthcare, sports infrastructure, digital governance, and education across the state.
Among the major decisions, the Cabinet approved the Kavach Scheme for over 5,000 farmers, sanctioned significant investments in the healthcare sector, approved funds for sports infrastructure, cleared the upgradation of the State Data Centre, and approved the fourth time-bound pay scale for eligible teachers under the Tribal Affairs Department.
Kavach Scheme Approved to Benefit Over 5,000 Farmers
The Cabinet approved the Kavach Scheme under the Cooperation Department to provide relief to nearly 5,000 farmers whose cooperative loan accounts were affected by irregularities. Due to delays in investigations, these farmers were unable to access various government welfare schemes.
Under the approved scheme:
- Farmers with disputed loan accounts will be brought back into the formal credit system.
- Eligible farmers will receive fresh cooperative loans.
- Apex Bank and District Cooperative Banks will jointly create a ₹50 crore relief fund.
- The State Government will provide ₹25 crore as one-time equity support.
The initiative aims to restore farmers’ eligibility for government benefits and improve access to institutional credit.
Cabinet Clears ₹32,070 Crore Worth of Development Projects
The Cabinet approved projects and proposals worth ₹32,070 crore to accelerate Madhya Pradesh’s overall development and public welfare.
The package focuses on:
- Farmer welfare
- Strengthening healthcare services
- Expanding sports infrastructure
- Digital governance
- Educational reforms
- Employee welfare
Over ₹26,777 Crore Approved for Healthcare Sector
Giving priority to public health for the period from April 1, 2026, to March 31, 2031, the Cabinet sanctioned major investments across various healthcare programmes.
Key Healthcare Approvals
- ₹12,517.99 crore approved for the operation of District and Civil Hospitals and Government Dispensaries.
- ₹11,812.02 crore sanctioned to strengthen Primary Healthcare Services, including Sub Health Centres, Primary Health Centres (PHCs), and Community Health Centres (CHCs).
- ₹2,448.79 crore approved for the continued implementation of the Prime Minister Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).
- ₹1,704.81 crore allocated for Malaria and Vector-Borne Disease Control Programmes.
These investments are expected to improve hospital infrastructure, expand healthcare access, strengthen disease surveillance, and enhance emergency preparedness across the state.
₹12,517.99 Crore Approved for District Hospitals and Dispensaries
The Cabinet approved ₹12,517.99 crore for the smooth functioning of district hospitals, civil hospitals, and government dispensaries from 2026 to 2031.
The funding aims to:
- Improve patient care and healthcare facilities.
- Ensure uninterrupted hospital operations.
- Strengthen family welfare programmes.
- Promote public health awareness.
₹11,812.02 Crore Sanctioned for Primary Healthcare
To expand healthcare access across Madhya Pradesh, the Cabinet approved ₹11,812.02 crore for primary healthcare services.
The scheme will support:
- Sub Health Centres
- Primary Health Centres (PHCs)
- Community Health Centres (CHCs)
- Free treatment, medicines, and meals for admitted patients
- Deployment of doctors, specialists, nurses, and pharmacists
₹2,448.79 Crore Approved Under PM-ABHIM
The Cabinet approved ₹2,448.79 crore for the continued implementation of the Prime Minister Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).
The project includes:
- Critical Care Blocks at district hospitals and medical colleges.
- Integrated Public Health Laboratories.
- Block-level Public Health Units.
- Stronger disease surveillance systems.
- Better preparedness for pandemics and other public health emergencies.
The initiative will strengthen both rural and urban healthcare infrastructure.
₹1,704.81 Crore Approved for Malaria and Vector-Borne Disease Control
To strengthen disease prevention efforts, the Cabinet approved ₹1,704.81 crore for malaria and vector-borne disease control.
The programme will support:
- Malaria prevention and control.
- Mosquito control measures.
- Use of advanced insecticides and larvicides.
- Improved disease surveillance and monitoring.
₹2,460.57 Crore Approved for Sports Infrastructure
The Cabinet approved ₹2,460.57 crore for stadiums and sports infrastructure between FY 2026-27 and FY 2030-31.
The project aims to:
- Develop international-standard sports infrastructure.
- Upgrade existing stadiums.
- Install permanent sports equipment.
- Expand sports facilities across districts and development blocks.
Currently, stadiums or sports training centres exist at district headquarters and in nearly 100 of Madhya Pradesh’s 313 development blocks.
₹1,099.58 Crore Approved for State Data Centre Upgrade
The Cabinet approved ₹1,099.58 crore for the upgradation, operation, and maintenance of the State Data Centre (SDC) for the period 2026–2031.
The State Data Centre, operated by the Madhya Pradesh State Electronics Development Corporation (MPSEDC), plays a key role in the state’s digital governance ecosystem.
The project will:
- Secure government data storage.
- Strengthen cloud hosting services.
- Support government websites, portals, MIS, and email services.
- Ensure uninterrupted delivery of online citizen services.
- Enhance disaster recovery capabilities.
- Reduce IT infrastructure costs across departments.
- Further strengthen the Digital India Mission in Madhya Pradesh.
Fourth Time-Bound Pay Scale Approved for Tribal Affairs Teachers
The Cabinet also approved the fourth time-bound pay scale for teachers under the Tribal Affairs Department.
The decision covers:
- Assistant Teachers
- Upper Grade Teachers
- Primary Teachers
- Secondary Teachers
Teachers completing 35 years of service on or after July 1, 2023, will become eligible for the fourth pay progression under the existing career advancement scheme.
Government Focuses on Inclusive and Sustainable Development
The Cabinet’s decisions reflect the Madhya Pradesh Government’s commitment to balanced development through investments in agriculture, healthcare, sports, digital infrastructure, and education.
According to the government, these initiatives will improve public service delivery, strengthen healthcare systems, promote digital governance, support farmers, enhance sports infrastructure, and improve employee welfare across the state.
