Chhattisgarh Chief Minister Mr. Vishnu Deo Sai chaired an intensive review meeting with departmental secretaries and heads of departments at Mahanadi Bhawan, reinforcing the state’s vision of rapid, coordinated development. The Chief Minister emphasized the importance of inter-departmental synergy, timely execution of projects, and public-oriented governance to achieve the goal of a developed Chhattisgarh.
Capital Expenditure Key to Long-Term Infrastructure Growth
Mr. Sai highlighted that capital expenditure is the backbone of infrastructure development, and departments with slow progress must accelerate their efforts. He noted that this year’s state budget—observed as “Atal Nirman Varsh” to mark Chhattisgarh’s silver jubilee—has seen an 18 percent increase compared to last year.
He directed immediate administrative approval for budgeted works, early issuance of tenders, and swift commencement of projects to ensure seamless development.
Focus on e-Office and Transparent Administration
Mr. Sai expressed satisfaction with the e-office system, stating it has significantly enhanced transparency and efficiency in government operations. The digital system has been implemented in most departments, and the remaining ones are expected to adopt it by December 2025.
He reiterated the government’s commitment to good governance and digital transformation, instructing strict action against irregularities in government procurements via the GeM portal.
Biometric Attendance to Streamline Ministry Functions
In a key administrative reform, Mr. Sai directed the implementation of biometric attendance across the Ministry from December 1, applicable from Deputy Secretary level upwards. The initiative aims to bring discipline and punctuality in government functioning.
Chief Secretary Mr. Vikas Sheel informed that all systems are in place for the scheduled rollout of this reform.
Public-Centric Governance and Field Visits Mandated
The Chief Minister stressed that timely resolution of public grievances must remain a top priority. He urged secretaries to listen to public problems patiently and ensure their redressal. Mr. Sai also directed in-charge secretaries to visit their assigned districts every two months to review on-ground progress and ensure better execution of government schemes.
Quality Construction and Road Maintenance Prioritized
Special emphasis was laid on road maintenance and quality construction of all infrastructure projects. Mr. Sai stated that smooth road connectivity is crucial for economic and social development, and any negligence in project quality would not be tolerated.
