Kochi: Cochin Shipyard Limited (CSL) has announced the appointment of two senior government officials as Part-time Official (Nominee) Directors on its Board of Directors.
The appointments have been made by the Ministry of Ports, Shipping and Waterways (MoPSW), Government of India, and the Government of Kerala, with effect from July 17, 2026, until further orders.
The newly appointed directors are:
- Mr. Mukesh Mangal, ITS – Additional Secretary, Ministry of Ports, Shipping and Waterways.
- Ms. Anupama T.V., IAS – Secretary, Transport Department, Government of Kerala.
The appointments replace outgoing nominee directors Mr. Venkatesapathy S, IAS and Mr. P.B. Nooh, IAS, whose directorships ceased on the same date.
New Nominee Directors Join Cochin Shipyard Board
According to a regulatory filing submitted by Cochin Shipyard Limited to the stock exchanges, the company received official communication regarding the appointment of the two government nominees.
The inclusion of experienced government officials on the Board is expected to strengthen coordination between government agencies and the shipbuilding industry while supporting CSL’s future expansion plans.
The company confirmed that both newly appointed directors:
- Are not related to each other or any existing directors of CSL.
- Have not been debarred from holding the office of director by SEBI or any other regulatory authority.
- Are not disqualified under Section 164 of the Companies Act, 2013.

Mr. Mukesh Mangal: Profile and Experience
Mr. Mukesh Mangal belongs to the 1992 batch of Indian Telecom Service (ITS) and currently serves as Additional Secretary in the Ministry of Ports, Shipping and Waterways.
With more than 33 years of professional experience, he has worked extensively in areas including:
- Internal security
- Cyber security
- Telecommunication technology
- Lighthouse administration
- Maritime sector development
He has contributed to several national-level cyber security initiatives and currently handles important responsibilities within MoPSW.
His portfolio includes oversight of:
- Vigilance matters
- Shipping Unit
- Sagarmala Wing
- Development of the National Maritime Heritage Complex
He also serves as a government nominee director on the boards of several organizations, including port and maritime sector entities.
Ms. Anupama T.V., IAS: Profile and Experience
Ms. Anupama T.V. is a 2010-batch Indian Administrative Service (IAS) officer of the Kerala cadre and currently serves as the Secretary of the Transport Department, Government of Kerala.
She holds an:
- Electronics Engineering degree from BITS Pilani
- Master’s degree in Public Administration from Harvard University
During her administrative career, she has held several important positions, including:
- District Collector of Thrissur
- District Collector of Alappuzha
- Director of Tourism
- Food Safety Commissioner
She currently holds additional responsibilities related to departments including:
- Airports
- Metro Rail
- Personnel and Administrative Reforms
Board Changes at Cochin Shipyard
Following the new appointments, the tenure of the previous nominee directors ended on July 17, 2026.
The outgoing directors include:
- Mr. Venkatesapathy S, IAS – Joint Secretary, Ministry of Ports, Shipping and Waterways.
- Mr. P.B. Nooh, IAS – Former Special Secretary, Transport Department, Government of Kerala.
The Board restructuring marks a new phase for CSL as the company continues to expand its shipbuilding, ship repair, and maritime infrastructure capabilities.
