Who Is Deepti Gaur Mukerjee? 1993-Batch IAS Officer Named New Higher Education Secretary

New Delhi: Senior IAS officer Deepti Gaur Mukerjee (IAS:1993) has been appointed the new Secretary, Department of Higher Education, under the Ministry of Education, as part of a major Secretary-level bureaucratic reshuffle approved by the Appointments Committee of the Cabinet (ACC).

Mukerjee, who was serving as Secretary, Ministry of Corporate Affairs, now moves to one of the Centre’s key policy portfolios at a time when higher education and national examination systems are facing heightened scrutiny.

Her appointment also comes after the government’s earlier decision to appoint Naresh Pal Gangwar, a Rajasthan-cadre IAS officer, as Higher Education Secretary was subsequently kept in abeyance.

With her experience across education, healthcare, corporate affairs and Madhya Pradesh administration, Mukerjee brings a diverse administrative background to the Higher Education Department.

Who Is Deepti Gaur Mukerjee?

Deepti Gaur Mukerjee is a 1993-batch Indian Administrative Service officer of the Madhya Pradesh cadre.

According to publicly available service-profile information, she was born on February 3, 1969, and her domicile state is Uttar Pradesh.

She entered the IAS through direct recruitment via the UPSC Civil Services Examination and has gone on to hold a wide range of assignments at both the Central and state levels.

Her career has included senior positions in the Ministry of Corporate Affairs, National Health Authority, Ministry of Health and Family Welfare, as well as several important departments of the Madhya Pradesh government.

Mukerjee has an academic background in economics and public administration.

She holds a Master’s degree in Economics from Jawaharlal Nehru University (JNU), New Delhi.

She also pursued an M.Sc. in Public Management and Governance from the London School of Economics and Political Science (LSE) in the United Kingdom.

Her academic training in economics and public management has complemented her long administrative experience across governance and policy-related assignments.

From Corporate Affairs Secretary to Higher Education Secretary

Before her latest appointment, Mukerjee was serving as Secretary, Ministry of Corporate Affairs.

She took charge of the ministry in August 2024, overseeing a wide-ranging portfolio related to corporate governance, company law and the functioning of India’s corporate regulatory framework.

Her responsibilities also included matters concerning corporate regulation and institutional strengthening.

Her shift to the Education Ministry marks a major change in portfolio, moving from corporate regulation to national higher education policy.

Served as CEO of National Health Authority

One of the most prominent Central government assignments in Mukerjee’s career was her stint as Chief Executive Officer of the National Health Authority (NHA).

At the NHA, she was associated with the implementation and operational administration of major national health programmes, including Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB PM-JAY).

She was also associated with the broader digital-health architecture under the Ayushman Bharat Digital Mission.

During her Madhya Pradesh cadre tenure, Mukerjee was involved in the state’s school education administration.

A 2017 Ministry of Education document records her participation as Madhya Pradesh Education Secretary in discussions concerning the implementation of Sarva Shiksha Abhiyan.

She was also associated with initiatives such as Mil Banche and Kahani Utsav, which focused on improving children’s reading, learning and engagement.

Her previous exposure to school education therefore gives her experience across the education spectrum as she now takes charge of the Central government’s higher education portfolio.
