Delhi Chief Minister Rekha Gupta on Sunday (25 January) outlined a comprehensive development roadmap for the city during the state-level Republic Day celebrations at Chhatrasal Stadium. After hoisting the national flag and reviewing the ceremonial parade, she emphasized that the capital is steadily progressing towards becoming “viksit”, in alignment with Prime Minister Narendra Modi’s Vision 2047.
Gupta highlighted that the government’s focus spans clean mobility, urban infrastructure, healthcare, education, and welfare, marking a decisive shift toward sustainable and inclusive growth.
Major Push for Clean and Modern Public Transport
One of the cornerstones of Gupta’s vision is the electrification of Delhi’s public bus fleet.
- 11,000 electric buses will be inducted over the next three years.
- Creation of new charging stations and modern bus depots to support the fleet.
- Expansion of the Delhi Metro network to 500 km with a budget allocation of Rs 5,000 crore.
- Strengthening last-mile connectivity through e-buses, e-autos, and e-taxis.
“These initiatives will make Delhi a model of sustainable urban mobility,” Gupta said.
Infrastructure Boost to Reduce Congestion
Capital expenditure for 2025–26 has been doubled, reflecting a strong emphasis on infrastructure-led growth. Key projects include:
- Dwarka Expressway and Urban Extension Road-2.
- Delhi–Dehradun Expressway development.
- Construction of flyovers, underpasses, and elevated roads to ease traffic congestion.
Gupta said these projects would significantly enhance connectivity within and beyond the city.
Safe and Smart City Initiatives
Public safety remains a priority, with the Safe City Project expanding across Delhi:
- Installation of 10,000 additional CCTV cameras.
- Deployment of 1 lakh smart LED street lights to improve urban safety and surveillance.
“These steps will make Delhi safer and more secure for residents and visitors alike,” she said.
Healthcare Initiatives: Advanced, Affordable, Accessible
Gupta outlined a 3-A healthcare framework focusing on advanced, affordable, and accessible healthcare:
- New hospital blocks, critical care facilities, and public health laboratories under construction.
- Over 300 Ayushman Arogya Mandirs already functional.
- Digital health expansion with 1 crore ABHA IDs created and online OPD services rolled out.
Education Gets Rs 1,300 Crore Boost
Education received a major push, accounting for 21% of the 2025–26 budget. Measures include:
- Stricter regulation of private school fees.
- Upgraded government school infrastructure.
- Development of a Rs 1,300 crore education hub in Narela to provide world-class learning facilities.
Teachers and students are expected to benefit from modern classrooms, digital tools, and skill-development initiatives.
Welfare Programs Strengthen Inclusive Growth
Welfare initiatives continue to target marginalized communities:
- 50 Atal Canteens serving meals at just Rs 5 to over 50,000 people daily.
- Rs 700 crore allocated for development in jhuggi-jhopri clusters, improving basic amenities and living standards.
Gupta emphasized that inclusive development will ensure that every citizen benefits from Delhi’s growth story.

The CM said, “Delhi is moving forward on the path of sustainable and inclusive development. From clean mobility to healthcare, education, and welfare, our agenda is comprehensive. We are preparing the capital to be a model city that meets the aspirations of its residents and aligns with the national vision for 2047.”
