New Delhi: In a major move to support traditional craftsmen and women, the Delhi government has approved the Chief Minister Skill Development Scheme, aimed at enhancing the skills, market access, and livelihoods of artisans associated with khadi, handloom, cottage industries, and the unorganised sector.
Scheme Focuses on Training and Market Access
Announcing the initiative, Delhi Chief Minister Rekha Gupta said, “For years, our artisans have strengthened society with their craftsmanship. In changing times, they also need modern training and direct market access. This scheme ensures they not only sustain themselves in the new economy but truly progress with upgraded skills and access to digital platforms.”
The scheme aligns with the Union Budget 2026-27, which emphasizes connecting artisans to global markets, along with branding, training, and quality enhancement. Gupta highlighted that the initiative carries forward the vision of Prime Minister Narendra Modi, who considers skill development a cornerstone of nation-building.
Training and Benefits for Artisans
Under the scheme, beneficiaries will undergo 12 days of structured training, including a two-day Entrepreneurship Development Programme (EDP). Training will be conducted in small batches of 35-45 participants for personalised guidance.
Upon completion, each participant will receive:
- Stipend: ₹4,800 (₹400 per day)
- Meal allowance: ₹100 per day
- Essential toolkits, including foot-operated sewing machines where required
During 2025–26, 3,728 beneficiaries will be trained with an allocation of ₹8.9 crore, while the 2026–27 phase proposes an allocation of ₹57.5 crore to expand the program.
Digital Onboarding for Global Market Reach
A key feature of the scheme is digital onboarding. Each artisan will have an e-catalogue with their profile, photographs, and product details uploaded on the Open Network for Digital Commerce (ONDC) platform. This will give artisans’ products visibility across India and international markets, connecting traditional craftsmanship with modern e-commerce opportunities.
Implementation and Oversight
The scheme will be implemented through the Delhi Khadi and Village Industries Board (DKVIB), ensuring proper monitoring and support. Chief Minister Gupta emphasised that the program is designed to link skills directly to dignified livelihoods, helping Delhi’s artisans thrive in the evolving economy.
