Who Is Hearing the NEET-UG Paper Leak Case Now? Delhi HC Transfers Special Judge Anu Grover Baliga

The Delhi High Court has transferred Special Judge Anu Grover Baliga from the fast-track paper leak court and posted Special Judge Ajay Gupta to continue hearing the NEET-UG 2026 paper leak cases. The move is part of a wider judicial reshuffle.

New Delhi: The Delhi HC transfers special judge Anu Grover Baliga decision has changed the judicial handling of the high-profile NEET-UG paper leak case. The Delhi High Court has shifted Judge Baliga to a court under the National Investigation Agency (NIA) Act, while Special Judge Ajay Gupta has been assigned to continue hearing the fast-track paper leak cases at Rouse Avenue Courts.

The transfer comes just over a week after Judge Baliga took charge of the newly created fast-track court for examination paper leak cases. The move is part of a larger reshuffle involving 138 judicial officers in the Delhi Higher Judicial Service.

NEET-UG Paper Leak Case: Why Did The Delhi High Court Transfer Judge Anu Grover Baliga

The Delhi High Court had appointed Special Judge Anu Grover Baliga on July 23, 2026, to head a dedicated fast-track court dealing exclusively with paper leak and public examination malpractice cases under the Public Examinations (Prevention of Unfair Means) Act, 2024. However, on August 2, the High Court issued another transfer order as part of a routine administrative reshuffle. Judge Baliga has now been posted to a Special Court constituted under the NIA Act to hear terrorism-related cases.

Ajay Gupta Returns To Hear NEET-UG Paper Leak Case

Special Judge Ajay Gupta, who had earlier been hearing the NEET-UG paper leak matter before the creation of the fast-track court, has now been posted back to the designated paper leak court. He will continue handling:

  • NEET-UG 2026 paper leak case
  • Bail applications of the accused
  • CBI chargesheet proceedings
  • Other criminal cases related to public examination malpractice

According to the latest court listing, the case has been placed before Judge Ajay Gupta for further proceedings.

What Happened During The First Hearing?

The special fast-track court held its first hearing on July 27. During that hearing:

  • The proceedings were adjourned after the prosecution sought more time.
  • The matter included bail applications filed by two accused.
  • The CBI later submitted its nearly 20,000-page chargesheet, and the court granted additional time to file supporting documents.

Why Was The Fast-Track Court Created?

The Delhi High Court established the dedicated fast-track court shortly after Prime Minister Narendra Modi announced that paper leak cases across the country should be handled through special courts to ensure speedy trials.

The court was created to hear offences under the Public Examinations (Prevention of Unfair Means) Act, 2024, along with connected criminal offences related to examination fraud. All pending cases under the Act were ordered to be transferred to this court.

Background Of The NEET-UG 2026 Paper Leak Case

The alleged NEET-UG 2026 paper leak sparked nationwide protests by students demanding a fair investigation and accountability. The Central Bureau of Investigation (CBI) is investigating the case. Multiple accused have been arrested, and the agency has filed a detailed chargesheet before the special court. The case remains one of the most closely watched examination fraud investigations in India.
