Delhi L-G Asks DDA to Develop Heritage Spaces, Boost Creative Economy

New Delhi: Delhi Lieutenant Governor Taranjit Singh Sandhu, a 1988-batch retired Indian Foreign Service (IFS) officer, has directed the Delhi Development Authority (DDA) and the Tourism Department to prepare a comprehensive action plan to promote the national capital’s heritage, arts, and design traditions. The initiative aims to transform public spaces into vibrant cultural destinations while strengthening Delhi’s creative economy.

The directions were issued during a high-level meeting attended by the DDA Vice-Chairman, the Tourism Secretary and senior officials. The Lieutenant Governor stressed that Delhi should create globally recognised cultural events while expanding its night-time cultural and commercial activities.

DDA Asked to Reimagine Public Spaces

Sandhu asked the DDA to explore the use of its land and existing public spaces for art installations, cultural performances and heritage-linked activities.

He said better utilisation of these spaces could improve public engagement with Delhi’s rich history while creating vibrant destinations for residents and tourists.

Focus on Global Cultural Events

The Lieutenant Governor proposed developing signature cultural events that become permanent attractions on Delhi’s annual calendar.

He suggested adopting the Public-Private Partnership (PPP) model to bring in private investment, professional event management expertise and wider international outreach. Such events, he said, would attract visitors while creating opportunities for artists, performers and small businesses.

Heritage Beyond Preservation

Calling Delhi a “melting pot of cultures”, Sandhu said the city’s heritage should be experienced rather than simply preserved.

He encouraged departments to expand heritage walks, cultural trails and interactive programmes, saying these initiatives help people connect more deeply with the city’s history than traditional monuments or exhibitions alone.

Creative Economy Can Generate Livelihoods

The Lieutenant Governor said heritage and culture should also be viewed as tools for strengthening civic identity and generating economic opportunities.

He noted that a vibrant cultural ecosystem can support artists, craftspeople, performers, street vendors and other small businesses while enhancing Delhi’s image as a global tourism destination.

Departments Asked to Prepare Roadmap

Sandhu directed the DDA and Tourism Department to identify actionable measures and begin implementing the proposals over the coming months.

The proposed roadmap is expected to focus on better use of public spaces, increased community participation and the development of cultural experiences that showcase Delhi’s heritage to a wider audience.

The initiative reflects Delhi’s growing focus on using heritage and culture as drivers of tourism and economic development. If implemented effectively, the plan could create new livelihood opportunities, strengthen the creative economy and establish Delhi as a leading cultural destination with year-round public events.
