Lucknow: In a stern action underscoring the Yogi Adityanath-led government’s commitment to administrative discipline, the Uttar Pradesh government has suspended 2012 batch Provincial Civil Services (PCS) officer Arvind Kumar Singh for failing to join his new posting in Deoria after being transferred from Bijnor.
The Department of Appointments and Personnel, in an order issued by Principal Secretary M. Devraj, confirmed the suspension and cited serious indiscipline and violation of the Annual Transfer Policy 2025–26 as the reasons for the move.
Transfer Ignored, Officer Goes Incommunicado
Mr Singh, who had been serving as Additional District Magistrate (Finance & Revenue) in Bijnor for the past three years, was transferred on May 30 to Deoria in the same capacity. Despite being officially relieved by the Bijnor District Magistrate on June 3, Singh failed to report to his new posting.
Sources in the Appointment Department revealed that instead of complying, Singh submitted a request for reassignment near Bijnor and subsequently switched off his phone, making himself unavailable for communication.
Commissioner, Lucknow Division, Assigned Inquiry
Terming the conduct as a gross breach of service discipline, the state government has entrusted the Lucknow Division Commissioner with conducting a detailed investigation into the matter.
Meanwhile, ADM (Judicial) Vanya Singh has been given the additional charge of ADM (Finance & Revenue) in Bijnor to fill the administrative gap created by Arvind Kumar Singh’s absence.
Policy Enforcement and Administrative Integrity
This development sends a strong message from the UP government about strict enforcement of the transfer policy, aimed at curbing lobbying and favoritism among bureaucrats. Arvind Kumar Singh had completed the standard three-year tenure in Bijnor, which automatically triggered his transfer as per policy norms.

An official familiar with the matter said, “Ignoring government orders and going incommunicado without joining the new place of posting is a serious violation of conduct rules. Officers are expected to adhere to the transfer policy without delay or excuse.”
