New Delhi: The Department of Personnel and Training (DoPT) has issued promotion orders for 26 officers of the Central Secretariat Service (CSS), elevating 11 Deputy Secretaries to the Senior Selection Grade (Director) and 15 Under Secretaries to the Deputy Secretary grade.
The promotions are aimed at strengthening leadership across various ministries and departments of the Central Government.
The CSS Forum, the representative body of Central Secretariat Service officers, congratulated all the promoted officers and wished them success in their new responsibilities.
11 Deputy Secretaries Promoted to Director Grade
The DoPT has promoted the following 11 Deputy Secretaries to the Senior Selection Grade (Director).
The promoted officers are:
- Manoj Kumar Rai – Ministry of Defence
- Vinita Talwar – Ministry of Telecommunications
- Bhuvaneswari Hariharan – Ministry of Water Resources, River Development & Ganga Rejuvenation
- Arun Kumar – Ministry of Coal
- Manish Kumar Lal – On Deputation
- Rajendra Singh Bora – Ministry of Culture
- Parveen Jargar – Department of Personnel & Training (DoPT)
- V. Sridhar – Ministry of Defence
- T.G.K. Jagannadham – Ministry of Commerce
- Shailesh Gautam – Union Public Service Commission (UPSC)
- Ambuj Sharma – Ministry of Civil Aviation
The officers will now serve in the Director grade, one of the senior leadership positions within the Central Secretariat Service.
15 Under Secretaries Elevated to Deputy Secretary Grade
In a separate promotion order, 15 Under Secretaries have been promoted to the Deputy Secretary grade.
The promoted officers are:

- Ajit Kumar – Ministry of Agriculture & Farmers Welfare
- Deepak Gupta – Department of Investment & Public Asset Management (DIPAM)
- Awadhesh Kumar Singh – Department of Fisheries
- Ashesh Kumar – Department of Land Resources
- Prem Prakash Maurya – Ministry of Environment, Forest & Climate Change
- Anjana – Ministry of Culture
- Sanjay Gupta – Ministry of Culture
- Gouri Shankar Jha – Ministry of Home Affairs
- Sanjay Kumar Gaur – Ministry of Mines
- Manoj Kumar Prabhat – Department of Expenditure
- Manoj Kumar Jha – Ministry of Housing & Urban Affairs
- Banshi Dhar Panwar – Ministry of Food Processing Industries
- Abhay Kumar – Ministry of Health & Family Welfare
- Vivekanand Chaturvedi – Ministry of Environment, Forest & Climate Change
Strengthening the Central Secretariat Service
The latest promotions are part of the regular cadre management process undertaken by the Department of Personnel and Training (DoPT) to fill higher-level administrative positions across Central Government ministries and departments.
The promotions are expected to enhance administrative efficiency by placing experienced officers in key policy-making and supervisory roles.
CSS Forum Congratulates Promoted Officers
Following the issuance of the promotion orders, the Central Secretariat Service (CSS) Forum extended its congratulations to all the officers promoted to the Director and Deputy Secretary grades.
The Forum wished the officers continued success as they assume greater responsibilities in supporting governance, policymaking and implementation across the Government of India.
