Chennai: Tamil Nadu’s bureaucracy witnessed the retirement of two senior Indian Administrative Service (IAS) officers on Tuesday as Reeta Harish Thakkar and M.S. Shanmugam, both officers of the 2002 batch, superannuated after decades of distinguished public service. Over the course of their careers, both officers held several key administrative positions and played significant roles in governance across multiple departments of the State Government.

Reeta Harish Thakkar Retires After Serving in Top Administrative Positions

Reeta Harish Thakkar, who was serving as Secretary to the Public Department, retired from service after occupying one of the most influential positions in the Tamil Nadu government hierarchy, considered second only to the Chief Secretary in administrative importance.

Before her retirement, Thakkar presided over the two-day conference of IAS and IPS officers held at the Secretariat, marking the first such conference convened under the present TVK-led government.

Originally hailing from Maharashtra, Thakkar began her administrative journey in Tamil Nadu as the District Collector of Pudukkottai. During her distinguished career, she held several important assignments, including:

  • Secretary to the Public Department
  • Member-Secretary, State Finance Commission
  • Secretary, Backward Classes, Most Backward Classes and Minorities Welfare Department
  • District Collector, Pudukkottai

Her tenure across various departments earned her recognition as an experienced and capable administrator.

A native of Tamil Nadu, Shanmugam began his career as the District Collector of Thanjavur and later handled several important assignments in both the industrial and health sectors.

His notable postings included:

  • District Collector, Thanjavur
  • Additional Secretary, Industries Department
  • Project Director, Tamil Nadu Health Systems Project
  • Secretary-II to Chief Minister M.K. Stalin during the previous DMK government
  • Commissioner, Tourism Department

Following the change in government, Shanmugam was posted as Commissioner of the Tourism Department, where he continued to serve until his retirement.

Long Careers Marked by Diverse Administrative Experience

Throughout their careers, both officers contributed to key sectors ranging from public administration and finance to tourism, industries, health, and social welfare.

While Reeta Harish Thakkar was associated with important policy and administrative reforms through the Public Department and welfare departments, M.S. Shanmugam gained extensive experience in district administration, industrial development, healthcare, and the Chief Minister’s Office.

Their retirements mark the end of more than two decades of public service in the Tamil Nadu cadre.
