In a significant administrative development, the Department of Personnel and Training (DoPT) has promoted nine Grade-I (Under Secretary) officers of the Central Secretariat Service (CSS) to the Selection Grade (Deputy Secretary) under the Select List for the year 2025.
The promotion order, numbered 4/6/2025-CS.I (D) and dated May 13, 2026, was issued with the approval of the President of India and is in continuation of an earlier order dated April 30, 2026.
The promotions mark an important career advancement for the officers and are expected to strengthen administrative capacity across several key ministries of the Government of India.

List of Officers Promoted to Deputy Secretary (2025 Select List)
The following Central Secretariat Service (CSS) officers have been promoted from the rank of Under Secretary to Deputy Secretary under the Selection Grade Select List (SGSL) for the year 2025:
- Rakesh Pal — Ministry of Petroleum and Natural Gas; retained in his present cadre unit.
- Bimlesh Pawar — Ministry of Power; posted to the Ministry of Health and Family Welfare.
- Rakesh Kumar — Ministry of Culture; posted to the Ministry of Agriculture and Farmers Welfare.
- Sanjay Kashyap — Staff Selection Commission; posted to the Ministry of Power.
- Kamchin Naulak — Ministry of Heavy Industries; posted to the Ministry of Skill Development and Entrepreneurship.
- Arun Kumar Biswas — Ministry of Health and Family Welfare; retained in his present cadre unit.
- Sunil Kumar Mandi — Ministry of Health and Family Welfare; retained in his present cadre unit.
- Ghanshyam — Ministry of Education; posted to the Department of Revenue.
- Hemant Kumar — Ministry of Corporate Affairs; posted to the Ministry of Education.
Key Features of the Promotion Order
The DoPT order includes several important provisions:
- Effective Date: Promotions will take effect from the date the officers assume charge in their respective ministries or departments.
- Seniority: Seniority will be determined according to the order of names in the Select List.
- Approved Service: Approved service will count from July 1, 2025, in accordance with CSS Rules.
- Immediate Relieving: Ministries and departments have been instructed to relieve the officers without delay and report their joining to DoPT.
- Conditional Promotion: Promotions are subject to vigilance clearance and fulfillment of other standard conditions.

The promotion order was signed by M. Kiran Kumar, Under Secretary in the Department of Personnel and Training.
The order has been circulated to all concerned ministries and officers through the Government’s e-HRMS 2.0 platform.
Boost to Administrative Capacity Across Ministries
The promotion of these officers to the rank of Deputy Secretary is expected to enhance administrative leadership and policy coordination across a range of important ministries, including Health, Education, Revenue, Agriculture, Power and Skill Development.
As Deputy Secretaries, these officers will take on greater responsibilities in policy formulation, programme implementation and inter-ministerial coordination.
