New Delhi: In a significant development aimed at promoting energy conservation and efficient governance, the CSS (Central Secretariat Service) Forum has urged the Department of Personnel and Training (DoPT) to issue comprehensive Work From Home (WFH) guidelines for government offices.
The demand follows Prime Minister Narendra Modi’s recent appeal encouraging both government and private sector organizations to revive Work From Home arrangements, online meetings and virtual conferencing in the national interest.
PM Modi Calls for Voluntary Austerity Measures
The Prime Minister’s appeal comes amid global energy concerns and rising fuel costs. He urged citizens and institutions to adopt voluntary measures to reduce fuel consumption and conserve foreign exchange.
Key suggestions included:
- Increased use of Work From Home wherever feasible
- Greater reliance on online meetings and video conferencing
- Reduction in non-essential travel
- Postponement of discretionary gold purchases
- Avoidance of unnecessary foreign travel
The initiative has been framed as a voluntary economic measure rather than a pandemic-related restriction.

CSS Forum Advocates Structured WFH Framework
In its representation to DoPT, the CSS Forum, the representative body of all Central Secretariat Service Officers, emphasized that a balanced and well-defined Work From Home policy could deliver multiple benefits, including:

Employee Bodies Seek Wider Adoption
Apart from the CSS Forum, other employee organizations such as National Information Technology Employees Senate(NITES) have reportedly sought formal advisories recommending Work From Home wherever operationally feasible.
The recommendations extend to government offices, private companies and educational institutions.
Uttar Pradesh Introduces Fuel-Saving Measures
UP CM Yogi Adityanath has also initiated austerity measures in Uttar Pradesh in response to the Prime Minister’s call.
Key steps announced by the state government include:
- Work from home twice a week for citizens where possible
- Removal of unnecessary vehicles from government convoys
- Immediate 50 percent reduction in ministerial vehicle fleets, including the Chief Minister’s own convoy
- Promotion of nutrition awareness and reduced edible oil consumption
- Increased focus on natural farming and productive use of cattle waste in gaushalas
Push for Digital Governance and Sustainable Administration
The proposed Work From Home guidelines are seen as part of a broader shift toward sustainable and technology-driven governance.
If adopted, the policy could institutionalize remote working practices, reduce fuel consumption and strengthen India’s digital governance ecosystem while supporting environmental goals.
