Chandigarh: The Aam Aadmi Party in Punjab received a significant boost on Thursday as retired IAS officer Dr. Swaran Singh formally joined the party in Chandigarh. Punjab AAP President and Cabinet Minister Aman Arora inducted him into the party and welcomed him with a traditional siropa.
Gurpreet Singh GP was also present during the induction ceremony.
A seasoned administrator with nearly three decades of experience in public service, Dr. Swaran Singh is expected to strengthen the party’s organisational presence, particularly in the politically crucial Malwa region.
Aman Arora Says Experienced Bureaucrat Will Strengthen AAP in Punjab
Welcoming Dr. Swaran Singh into the party, Aman Arora said that the inclusion of a highly educated and experienced former civil servant would further reinforce AAP’s grassroots network across Punjab.
He noted that Dr. Singh’s extensive experience in governance and administration, along with his influence in social and political circles, would be a valuable asset to the party, especially in the Malwa belt.

Dr. Swaran Singh Inspired by AAP’s Governance Model
After joining the party, Dr. Swaran Singh said he was deeply impressed by the people-centric policies and governance model of the Punjab government led by AAP.
He stated that the party’s commitment to public welfare and transparent administration motivated him to align himself with its vision for Punjab.
Who Is Dr. Swaran Singh?
Dr. Swaran Singh is a retired Indian Administrative Service officer from the 1982 Punjab cadre, widely respected for his long and distinguished career in public administration.
Born on March 29, 1950, he began his professional journey in medicine and earned his MBBS degree from Government Medical College Amritsar in 1973 before joining the civil services.
Distinguished IAS Career Spanning Nearly Three Decades
Over a 29-year bureaucratic career, Dr. Swaran Singh held several senior positions in the Punjab government, including:

- Director
- Divisional Commissioner, Jalandhar
- Deputy Commissioner

- Deputy Secretary

He also served as Chairman of the Punjab Arts Council and worked as Commissioner in the Persons with Disabilities Welfare Department in one of his final assignments before retirement.
Entry into Active Politics
Dr. Swaran Singh entered active politics after retirement and contested the 2019 Lok Sabha elections from the Faridkot constituency as an Independent candidate.
Although he did not win, the election marked his formal transition from administration to public life and politics.
Past Legal Controversies
Dr. Swaran Singh’s post-retirement years were also marked by legal scrutiny related to the 2008 centenary celebrations of freedom fighters Bhagat Singh, Shivaram Rajguru, and Sukhdev Thapar at Khatkar Kalan.
In 2011, the Punjab Vigilance Bureau booked him and others over alleged irregularities involving more than ₹1 crore in event expenditures. The Enforcement Directorate later investigated the matter under the Prevention of Money Laundering Act and attached certain assets. The case subsequently proceeded before a special court.

Dr. Swaran Singh’s induction is being seen as a strategic move by AAP to bring experienced administrators and influential public figures into the party as it seeks to further consolidate its political base in Punjab.
His administrative expertise, understanding of governance, and established public network are expected to contribute significantly to the party’s organisational expansion and policy outreach.
