Belagavi: The Election Commission of India has appointed Dr Vishal R (IAS: 2004: KA) as the election observer for the 2026 biennial election to the Karnataka Legislative Council from the Karnataka West Graduates’ Constituency.
The constituency covers Dharwad, Gadag, Haveri and Uttara Kannada districts. Belagavi Divisional Commissioner and Returning Officer K.M. Janaki said the observer will oversee the electoral process and receive election-related complaints and grievances.
Observer to Oversee Election Process
Dr Vishal R has been designated to receive grievances from members of the public and other stakeholders during the election process. The nomination process is currently under way, with October 6, 2026 scheduled as the last date for filing nominations.

Dr Vishal R’s Education and IAS Career
Dr Vishal R (IAS: 2004: KA) joined the Indian Administrative Service through direct recruitment in 2004. He holds an M.B.B.S. degree from KIMS, Hubli, with Medicine as his field of study.
Over his career, Vishal R has served in several administrative positions in Karnataka. His assignments have included Deputy Commissioner in Tumakuru and Kalaburagi, Commissioner for Public Instruction, Commissioner for Rural Drinking Water and Sanitation, Mission Director of the National Rural Health Mission and roles in the Finance Department. He has also served as Additional Secretary to the Chief Minister of Karnataka.
He has held senior administrative responsibilities in Karnataka’s education, health, rural development and finance sectors. A Karnataka government annual report also records his tenure as Commissioner for Public Instruction and ex-officio chairman of the state examination board.
Karnataka West Graduates’ Constituency
The Karnataka West Graduates’ Constituency comprises Dharwad, Gadag, Haveri and Uttara Kannada districts. The 2026 election is for a seat in the Karnataka Legislative Council, with the election process currently under way.
