New Delhi: Engineers India Limited (EIL), India’s premier engineering consultancy and petroleum-focused public sector undertaking, has secured a landmark contract worth over USD 350 million from Nigeria’s Dangote Group. The contract involves providing Project Management Consultancy (PMC) and Engineering, Procurement, and Construction Management (EPCM) services for the major expansion of the Dangote Refinery and Petrochemical Complex in Lagos.
Doubling Africa’s Largest Refinery
The project will expand the existing Dangote Refinery, currently Africa’s largest and the world’s largest single-train refinery, which has a capacity of 650,000 barrels per day (bpd). The ambitious expansion aims to:
- Double refining capacity to 1.4 million bpd.
- Increase Polypropylene production from 830 kTPA to 2.4 MMTPA.
- Install a new 750 kTPA Oleflex Unit for propylene feed.
Once completed, the complex will be the largest single-location petroleum refinery globally, producing high-grade Euro-VI fuels and supporting Nigeria’s energy self-sufficiency.
Strengthening a Trusted Partnership
EIL had previously served as PMC and EPCM consultant for the initial phase of the Dangote Refinery, commissioned in 2024. The successful collaboration reflects Dangote Group’s confidence in EIL’s engineering and project management capabilities.

Strategic Importance for Nigeria and Africa
The refinery expansion is a critical step in Nigeria’s plan to become a regional hub for refined petroleum products and petrochemicals. By increasing local production capacity, Nigeria aims to reduce dependence on fuel imports and strengthen Africa’s energy infrastructure. The project also positions EIL as a global player capable of executing complex, large-scale projects on the international stage.
