New Delhi: N. Balasubramanyam, a retired Indian Police Service (IPS) officer of the 1994 batch and former Vice-Chairman and Managing Director of the Andhra Pradesh State Road Transport Corporation (APSRTC), passed away on Friday, October 30, 2026, while undergoing treatment in the United States. He had been battling cancer.

Fondly known as “Balu” among colleagues, Balasubramanyam retired from service in August 2026 after a career spanning policing, intelligence, transport administration and digital governance. He was recognised for his professional integrity, decisive leadership and efforts to use technology to improve public services.

His death prompted condolences from Andhra Pradesh Chief Minister N. Chandrababu Naidu and Telangana Chief Minister A. Revanth Reddy, who recalled his contributions to public service and the police system.

Who Was N. Balasubramanyam?

N. Balasubramanyam was a 1994-batch IPS officer of the Andhra Pradesh cadre who served in several important positions during his career. He worked as Superintendent of Police in Nalgonda and Mahbubnagar districts, now part of Telangana, and later held senior responsibilities in intelligence, police administration and transport.

He also served as Inspector-General of Police (Intelligence), Director-General of Police (Organisation) and Transport Commissioner in Andhra Pradesh. His work combined traditional law enforcement with an emphasis on technology, information systems and administrative reform.

Balasubramanyam held a B.Tech degree and was regarded as an officer who encouraged innovation and collaborative decision-making. His career extended beyond policing into digital governance and public transport administration.

Strengthening Intelligence and Anti-Extremist Operations

During his years in law enforcement, Balasubramanyam worked in intelligence and anti-extremist operations. He was involved in efforts to strengthen intelligence gathering, information processing and analysis for the Andhra Pradesh government.

He designed and implemented an intelligence collection, collation and analysis framework intended to improve the way information was organised and used by the administration. His work reflected an emphasis on applying information technology to policing and operational decision-making.

His experience in district policing and intelligence made him part of the state’s senior police leadership, where he served in roles that combined operational responsibilities with organisational administration.

N. Balasubramanyam’s Role in Digital Governance

Beyond policing, Balasubramanyam took on key responsibilities in Andhra Pradesh’s digital governance initiatives. He served as Chief Executive Officer of e-Pragati and the Real Time Governance Society (RTGS), institutions associated with the state’s efforts to use technology to improve government operations and service delivery.

His work in these roles reflected his interest in applying information technology to administration. He was recognised for promoting technology-led systems and encouraging new approaches to governance.

The experience he gained in digital governance also informed his work in the Transport Department, where he helped drive changes aimed at reducing the need for citizens to visit government offices and interact physically with officials.

How He Transformed Transport Department Services

One of Balasubramanyam’s significant administrative contributions was the modernisation of transport-related public services in Andhra Pradesh. As Transport Commissioner, he helped transform processes such as new vehicle registration, transfer of ownership, permits, learner’s licences and driving licences.

These services were moved towards a contactless, paperless and cashless model, with the aim of eliminating physical touchpoints between citizens and the Transport Department. The reforms sought to make routine transactions more convenient while reducing dependence on paperwork and in-person processing.

The approach reflected his broader belief that technology could make government services more accessible and efficient. His work in transport administration became an important part of his public-service legacy.

Former APSRTC Chief Retired in August 2026

In early 2026, Balasubramanyam was appointed Vice-Chairman and Managing Director of the Andhra Pradesh State Road Transport Corporation (APSRTC), serving in Vijayawada. He held the post until his retirement in August.

During his tenure, he was associated with the corporation’s administration and efforts to improve passenger services and organisational functioning. APSRTC Chairman Konakalla Narayana Rao later described his passing as a major loss to the organisation and its officers and employees, recalling his administrative abilities, commitment to employee welfare and humane approach towards colleagues.

Balasubramanyam’s appointment to the transport corporation brought together his experience in public administration, technology and transport services shortly before his retirement.

Honours and Recognition

Balasubramanyam received the Police Medal for Meritorious Service in 2011. He was also reported to have received a Police Service Medal in 2019.

Colleagues and senior leaders remembered him as a disciplined and straightforward officer who valued integrity, professional commitment and innovation. His contributions across policing, intelligence, digital governance and transport administration earned him respect beyond the police department.

Chandrababu Naidu, Revanth Reddy Condole His Death

Andhra Pradesh Chief Minister N. Chandrababu Naidu expressed deep sadness over Balasubramanyam’s demise, describing him as an officer of uncompromising integrity who earned respect for his firm decisions, progressive ideas and commitment to public service.

Naidu recalled that throughout his career in policing, intelligence, transport and public administration, Balasubramanyam championed reform, innovation and the use of technology to serve people better. He also praised the officer for encouraging out-of-the-box thinking and involving his team in decision-making, fostering a sense of shared responsibility.

The Andhra Pradesh Chief Minister said the state had continued to benefit from Balasubramanyam’s experience and dedication until only a few months before his death. He also noted the courage and determination with which the officer had faced his illness and extended condolences to his family, friends and colleagues.

Telangana Chief Minister A. Revanth Reddy also described the demise as heart-rending. He said Balasubramanyam’s dedicated service to the police system was inspiring and conveyed his deepest condolences to the bereaved family.

The tributes from both states reflected the officer’s career across the undivided Andhra Pradesh police system and his later contributions to administration and public service.

A Legacy of Integrity and Technology-Driven Reform

N. Balasubramanyam’s career spanned district policing, intelligence operations, police administration, digital governance and transport services. While his law-enforcement work formed the foundation of his service, his efforts to apply technology to public administration became another defining feature of his professional journey.

His work on intelligence systems and the modernisation of transport services reflected an approach that combined administrative experience with technological innovation. Following his death on October 30, 2026, colleagues and political leaders remembered him for his integrity, dedication and lasting contribution to public service.
