New Delhi: The Government of India has empanelled 2009-batch Indian Administrative Service (IAS) officer Preeti Maithil of the Madhya Pradesh cadre for appointment to Joint Secretary or equivalent-level posts at the Centre.

The Department of Personnel and Training (DoPT) issued the empanelment notification on Wednesday, October 28, 2026. Her case had initially been placed in the left-over category before receiving clearance for empanelment.

Ms Maithil is currently serving as General Manager (Director level) at the Tribal Cooperative Marketing Development Federation of India (TRIFED), Bhopal, for the Madhya Pradesh region. Her present assignment is classified as a non-Central Staffing Scheme (Non-CSS) post.

Beyond her latest career development, Preeti Maithil Nayak is known for her journey from a financially struggling family in Madhya Pradesh to the Indian Administrative Service. The daughter of a daily wage labourer, she secured All India Rank 92 in the UPSC Civil Services Examination 2008 in her first attempt, at the age of 23.

Who Is IAS Preeti Maithil Nayak?

Preeti Maithil Nayak is a 2009-batch IAS officer belonging to the Madhya Pradesh cadre.

Born on July 5, 1985, in Sehore, near Bhopal, she grew up in a family that faced considerable financial difficulties.

Her father, Santosh Kumar, worked as a casual labourer at Bhopal Sugar Mills. After losing his job, he turned to small-scale farming to support the family.

Despite the family’s limited financial resources, her parents placed considerable importance on the education of their children.

Preeti’s academic achievements and eventual selection for the IAS brought national attention to her family’s journey in 2009.

Early Life: Growing Up Amid Financial Hardship

Preeti Maithil’s early years were marked by financial uncertainty.

Her father’s employment at Bhopal Sugar Mills provided the family with a modest income. However, after he was laid off, the family had to depend on farming and other limited sources of livelihood.

The financial difficulties did not prevent Preeti from pursuing her education.

She remained academically strong throughout her school years and was recognised for her consistent performance.

Her parents’ determination to support her education played an important role in enabling her to continue her studies and eventually prepare for the Civil Services Examination.

Her journey gained attention after her UPSC success because it demonstrated how educational achievement could open opportunities despite difficult economic circumstances.

Education: From Sehore School to Agriculture Gold Medal

Preeti completed her schooling at Sharda Vidhya Mandir Higher Secondary School, where she was reportedly among the top-performing students.

She subsequently pursued a Bachelor of Science degree in Agriculture at Rafi Ahmed Kidwai College of Agriculture in Sehore, affiliated with Jawaharlal Nehru Krishi Vishwa Vidyalaya, Jabalpur.

She earned a gold medal for her academic performance during graduation.

Her educational background in agriculture later influenced her choice of optional subjects for the UPSC Civil Services Examination.

The combination of a strong academic foundation and familiarity with agricultural subjects helped her prepare for one of the country’s most competitive examinations.

UPSC Journey: AIR 92 in First Attempt at Just 23

After completing her graduation, Preeti moved to New Delhi to prepare for the UPSC Civil Services Examination.

She selected Agriculture and Geography as her optional subjects.

According to accounts of her preparation, she followed a demanding study schedule, sometimes studying for as long as 14 hours a day.

Her preparation paid off when she cleared the UPSC Civil Services Examination 2008 in her very first attempt.

At just 23 years of age, she secured All India Rank 92 and was selected for the Indian Administrative Service.

Her achievement was particularly significant because she came from a family with limited financial means and had overcome considerable difficulties to pursue higher education.

Her selection attracted media attention, including coverage highlighting the success of a labourer’s daughter who had made it to the IAS.

She subsequently joined the 2009 batch of the Madhya Pradesh cadre.

Administrative Career: Collector of Sagar, Rewa and Mandla

After joining the IAS, Preeti Maithil went on to serve in several important administrative positions in Madhya Pradesh.

Her district administration experience includes postings as Collector and District Magistrate in Sagar, Rewa and Mandla.

As District Collector, an IAS officer is responsible for coordinating district administration, implementing government programmes, supervising revenue administration and overseeing various development initiatives.

These postings provided her with experience in public administration and the implementation of government policies at the district level.

Her career has also included responsibilities in state-level departments dealing with agriculture-related development, horticulture, food processing and government administration.

Worked in Horticulture, Food Processing and Chief Minister’s Office

Apart from district administration, Ms Maithil has held senior responsibilities in the Madhya Pradesh government.

Her assignments have included serving in the Horticulture and Food Processing Department in Commissioner-cum-Director and Secretary-level roles.

The department is responsible for initiatives related to horticultural development, agricultural diversification, food processing and support for producers.

She has also served as Additional Secretary to the Chief Minister of Madhya Pradesh.

The Chief Minister’s Office posting provided experience in high-level administrative coordination and government decision-making.

These assignments contributed to her administrative experience before her present role with TRIFED.

Currently Serving With TRIFED in Bhopal

Preeti Maithil is currently serving as General Manager (Director level) in the Tribal Cooperative Marketing Development Federation of India, commonly known as TRIFED, in Bhopal.

TRIFED operates under the Ministry of Tribal Affairs and works towards promoting tribal products, marketing opportunities and livelihood development.

Her assignment covers the Madhya Pradesh region.

The organisation plays an important role in connecting tribal producers and artisans with markets, supporting the promotion of tribal products and facilitating income-generating opportunities.

Her current position is a non-Central Staffing Scheme post.

Some biographical profiles describe her designation as Deputy General Manager; however, the latest appointment information identifies her as General Manager (Director level).

Recognition for Grassroots Administration

Over the course of her administrative career, Preeti Maithil has been associated with initiatives concerning grassroots development, public health, nutrition and community participation.

The biographical information supplied also credits her with receiving the Prime Minister’s Award for Excellence in Public Administration.

However, the award year and the specific initiative for which she was recognised have not been provided. These details would require confirmation from an official award record before being reported as a verified individual achievement.

Her career has nevertheless included a combination of district administration, state government responsibilities and work related to tribal livelihoods.

What Does Joint Secretary Empanelment Mean?

Empanelment for Joint Secretary or equivalent-level posts is an important career development for senior IAS officers.

The process involves assessing eligible officers for suitability to hold senior positions in the Government of India.

Joint Secretaries play significant roles in policy formulation, programme implementation, administrative coordination and supervision of divisions within central ministries and departments.

Preeti Maithil’s empanelment makes her eligible to be considered for such positions.

However, empanelment does not automatically mean that an officer has been appointed as Joint Secretary in a particular ministry.

A separate appointment order would be required for her posting to a specific Joint Secretary or equivalent-level position.

DoPT Clears Empanelment After Left-Over Category Consideration

According to the October 28, 2026 notification, Preeti Maithil’s empanelment case had initially been placed in the left-over category.

The Department of Personnel and Training has now cleared her for holding Joint Secretary or equivalent-level positions in the Government of India.

The development adds another milestone to her administrative career, which began with her selection in the UPSC Civil Services Examination 2008.

From her early years in Sehore and her family’s financial struggles to district administration and central-level responsibilities, her journey reflects the progression of an officer who entered the civil services through academic achievement and has since served in multiple administrative roles.

With her latest empanelment, she becomes eligible for consideration for senior policy and administrative responsibilities in the Central Government.
