Gandhinagar: In a significant administrative reshuffle, the Gujarat government has appointed Kaul Sanjay Moolchand, a 2001-batch IAS officer, as the new Managing Director and Chief Executive Officer of GIFT City Company Ltd., Gandhinagar. His appointment is for a three-year deputation period, or until further orders, effective from the date he assumes charge.
This strategic move comes at a time when GIFT City (Gujarat International Finance Tec-City), India’s first operational smart city and international financial services hub, is rapidly expanding its global footprint.
New Leadership at GIFT City
IAS Moolchand is expected to play a pivotal role in steering the next phase of GIFT City’s development, especially in light of rising global interest in India’s financial innovation zones. The appointment aligns with the state’s larger vision of positioning GIFT City as a world-class fintech and international business destination.
K.S. Vasava Transferred to Dangs as DDO
In another transfer order, K.S. Vasava, IAS (SCS:GJ:2013), who was serving as the Chief Executive Officer of Surat Urban Development Authority (SUDA), has been appointed as the District Development Officer (DDO), Dangs-Ahwa. He replaces Shri Patil Anand Ashok, IAS, who was holding additional charge of the post and is now relieved.
Suthar Raj Rameshchandra to Head SUDA, Surat
The government has also cancelled the previous transfer of Suthar Raj Rameshchandra, IAS (RR:GJ:2019), which had assigned him as DDO of Narmada-Rajpipla. In a fresh decision, his services have been placed at the disposal of the Urban Development & Urban Housing Department for appointment as the new CEO of SUDA, Surat, thereby succeeding K.S. Vasava.
This cancellation and reallocation, marked “ab initio”, indicates a complete withdrawal of the earlier order and a deliberate realignment of administrative priorities in Surat’s urban planning and development apparatus.
Strategic Cadre Shifts Reflect Gujarat’s Growth Focus
These reshuffles underscore Gujarat’s continued emphasis on strong governance, urban development, and financial leadership. With GIFT City’s strategic growth and Surat’s infrastructural ambitions, the latest appointments are expected to infuse renewed administrative energy and expertise into these key regions.
