Gandhinagar: In a major boost for civil services aspirants, the Gujarat Government has substantially enhanced financial assistance for students preparing for the UPSC Civil Services Examination through the Sardar Patel Institute of Public Administration (SPIPA) and its affiliated coaching centres. Under the revised scheme announced on July 1, 2026, eligible candidates will receive a monthly stipend of up to ₹4,000 during the Preliminary Examination preparation phase, along with stage-wise incentives for clearing the Preliminary, Main and Interview stages. Female candidates will receive higher financial support, with total assistance reaching ₹2.05 lakh, while male candidates can receive up to ₹1.55 lakh.
₹4,000 Monthly Assistance for UPSC Preparation
To reduce the financial burden on civil services aspirants, the Gujarat Government has introduced a monthly financial assistance scheme for eligible students enrolled at SPIPA and its recognised training centres.
Under the revised policy:
- Eligible UPSC Preliminary Examination aspirants will receive up to ₹4,000 per month.
- The assistance is aimed at helping candidates meet coaching and preparation expenses.
- The scheme is expected to encourage more students from Gujarat to pursue careers in the country’s premier civil services.
The government said the enhanced support would improve access to quality preparation while strengthening Gujarat’s representation in the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS) and other Central Civil Services.
Stage-Wise Incentives for Successful Candidates
Apart from the monthly stipend, the government has introduced financial rewards for candidates who successfully clear each stage of the UPSC Civil Services Examination.
For Male Candidates
- Preliminary Examination: ₹35,000
- Main Examination: ₹45,000
- Final Selection (Interview Stage): ₹75,000
Maximum financial assistance: ₹1.55 lakh
For Female Candidates
- Preliminary Examination: ₹50,000
- Main Examination: ₹55,000
- Final Selection (Interview Stage): ₹1 lakh
Maximum financial assistance: ₹2.05 lakh
The higher incentives for women reflect the state’s focus on encouraging greater female participation in the civil services.
Government Aims to Reduce Financial Barriers
According to the Gujarat Government, the revised assistance package is intended to make UPSC preparation more affordable for deserving candidates.
The government stated that the enhanced incentives would:
- Reduce financial pressure on aspirants.
- Enable access to quality coaching.
- Encourage more students to compete in the Civil Services Examination.

SPIPA Clarifies Rules for Repeat Candidates
Following the announcement, SPIPA Deputy Director General Chandresh Kotka clarified how the revised incentive scheme would apply to candidates making multiple attempts.
According to SPIPA:
- Financial assistance for each examination stage can be claimed only once.
- If a candidate clears the Preliminary and Main examinations and reaches the Interview stage but is not finally selected, they will not receive the Preliminary and Main incentives again in subsequent attempts.
- However, if the candidate qualifies for the Interview stage again, they will remain eligible to receive the Interview-stage incentive once more.
The clarification was issued to address queries from aspirants regarding repeated eligibility under the revised scheme.
Focus on Strengthening Gujarat’s Civil Services Representation
The enhanced financial assistance is part of Gujarat’s broader effort to encourage talented students to pursue careers in the All India and Central Civil Services.
