New Delhi: The Centre has approved the inter-cadre transfer of 2021-batch IAS officer Harshil R Meena from the Kerala cadre to the Gujarat cadre, with the move cleared on marriage grounds.
Meena, a direct-recruit IAS officer of the 2021 batch, is married to Dharani M., an IAS officer of the Gujarat cadre. His transfer will allow the officer couple to serve in the same cadre, in accordance with provisions governing inter-cadre transfers on marriage grounds.
The transfer comes as Meena has already gained experience across field administration, renewable energy, environment and climate change, tourism and electoral administration during his relatively short career.
Who Is IAS Harshil R Meena?
Harshil R. Meena is a 2021-batch IAS officer who was originally allocated the Kerala cadre through direct recruitment following the UPSC Civil Services Examination.
He was born on November 21, 1997, and his home state is Rajasthan.
Meena holds a B.Tech degree in Computer Science from IIT Delhi. His technical background has been complemented by administrative experience in several sectors, including renewable energy, environment, tourism and district administration.
He joined the IAS after being selected through the UPSC Civil Services Examination. Before entering civil services, he also had experience in the technology sector, including a stint as a Senior Software Engineer with Samsung Electronics.

Why Was Meena Transferred to Gujarat?
The Centre approved Meena’s inter-cadre transfer on marriage grounds.
Under the applicable service framework, inter-cadre transfers can be permitted in cases where an IAS officer is married to another All India Services officer belonging to a different cadre, subject to the prescribed conditions and approvals.
In Meena’s case, his transfer from Kerala to Gujarat is linked to his marriage to Dharani M., a Gujarat-cadre IAS officer.
The transfer will enable the officer couple to serve within the same state cadre.
Harshil Meena’s Administrative Career
Meena’s career has included both field-level and specialised administrative assignments.
He began his field career as an Assistant Collector in Ernakulam, where he served from September 2022 to August 2023 as part of his initial administrative training.
He subsequently had a stint as an Assistant Secretary in the Ministry of Power, Government of India, in New Delhi.
He later served as Sub-Collector, Kozhikode, where he handled revenue administration and executive responsibilities at the district level.
His Kerala cadre experience also included a specialised assignment in the Environment and Climate Change Department, where he served as Director from July 2025.
Role in Renewable Energy and ANERT
One of the notable areas of Meena’s administrative experience has been the renewable energy sector.
He has served as the Chief Executive Officer of the Agency for New and Renewable Energy Research and Technology (ANERT) in Kerala.
The agency works in areas related to renewable energy development, including solar energy and emerging clean-energy initiatives.
His technical education in computer science and subsequent administrative exposure have provided him with experience at the intersection of technology, governance and clean-energy policy.
Experience in Tourism Administration
Meena has also handled responsibilities linked to Kerala’s tourism sector.
He served as Managing Director of the Kerala Tourism Development Corporation, adding another sector to his growing administrative portfolio.
His assignments in tourism, renewable energy and environment reflect the diverse responsibilities he has handled within a relatively short period of service.
Role in Election Administration
More recently, Meena has been associated with election administration in Kerala.
He has served as Deputy Chief Electoral Officer and Deputy Secretary in the Election Department.
According to his service profile, he is also slated to return as Chief Executive Officer of ANERT after completion of the election process, with the relevant assignment having been in place since April 1, 2026.
The latest inter-cadre transfer to Gujarat, however, will now mark a new phase of his administrative career.
A Young Officer With Diverse Experience
Despite being a 2021-batch officer, Meena has already handled assignments spanning district administration, central government work, environment, renewable energy, tourism and elections.
His transfer to Gujarat will now give him an opportunity to work in a new cadre environment while also allowing him to serve alongside his spouse.
The move is also notable because inter-cadre transfers on marriage grounds are closely watched in the civil services, as they are intended to address the practical challenges faced by officer couples belonging to different cadres while ensuring that administrative requirements are also taken into account.
