Haryana ADGP Y Puran Kumar Suicide Case: IAS, HCS Officers May Strike as FIR Names 15 Senior Officials; Family to Hold Press Conference

Chandigarh: In a major escalation following the suicide of Haryana ADGP Y. Puran Kumar, a wave of unrest is building within the state bureaucracy. Sources indicate that IAS and HCS officers across Haryana may suspend work starting tomorrow, in protest against what they call institutional harassment and injustice.

This comes just days after the tragic death of the senior IPS officer and the registration of an FIR by Chandigarh Police, naming 15 senior officers—including current and former DGPs, IAS officers, and senior IPS officers—for alleged abetment to suicide.

FIR Mentions 15 Senior Officials, Including Top Police and Administrative Names

Following a formal complaint by Y. Puran Kumar’s wife, IAS officer Amneet (Amanit) P. Kumar, the Chandigarh Police have registered a case of abetment to suicide. The FIR includes serious charges of mental harassment, administrative targeting, and coercion.

The FIR names the following 15 officials:

IAS Officers:

  • Anurag Rastogi (Chief Secretary)
  • T.V.S.N. Prasad (former Chief Secretary)
  • Rajiv Arora (former Additional Chief Secretary)

IPS Officers:

  • DGP Shatrujeet Kapur (Current DGP of Haryana)
  • Manoj Yadav (former DGP)
  • P.K. Agrawal (former DGP)
  • Kala Ramachandran (Principal Secretary)
  • Sandeep Khirwar (ADGP)
  • Amitabh Dhillon (ADGP)
  • Sanjay Kumar (ADGP)
  • Mata Ravi Kiran (ADGP)
  • Shivas Kaviraj (IPS)
  • Pankaj Nain (IG)
  • Kulwinder Singh (IG)
  • Narendra Bijarniya (SP, Rohtak)

These names were explicitly mentioned in ADGP Kumar’s suicide note, which the family has termed a dying declaration and critical evidence.

Family Demands Met Partially; Post-Mortem to Proceed

The family had refused to conduct the post-mortem or funeral for four days, demanding justice first. After the FIR was registered, the family agreed to a post-mortem under specific conditions:

  • The autopsy will be conducted by a medical board from PGI Chandigarh, as requested by the family.
  • The earlier board from Government Medical College, Sector 32, was rejected.
  • The post-mortem is scheduled for Friday, and will be videographed in the presence of the family.

Expressing dissatisfaction over how the FIR listed the accused as “As Per Note,” Amneet Kumar has filed a second complaint and submitted a letter to the Senior Superintendent of Police, Chandigarh.

She also raised serious questions about the handling of the case by the Chandigarh Police, pointing to possible delays and dilution of charges.

HCS Association Writes to CM, Chief Justice, and Union Ministers

The Haryana Civil Services (HCS) Officers Association has also stepped in, writing to Chief Minister Nayab Singh Saini, the Chief Justice of India, and Union Home Minister, demanding:

  • Immediate suspension of all accused
  • Transparent and time-bound investigation
  • Accountability of the administrative leadership

There is growing solidarity among IAS, IPS, and HCS officers, with some sources indicating that a mass strike or suspension of work may be announced soon.

Chief Minister, Senior Officials Visit Family

Chief Minister Nayab Singh Saini visited the family on Thursday after returning from Japan. He met with Amneet Kumar at her official residence in Sector 24, Chandigarh, and held a one-hour private discussion.

He was accompanied by:

  • Anurag Rastogi, Chief Secretary (also named in FIR)
  • Dr. Sumita Mishra, Home Secretary
  • Rajesh Khullar, Chief Principal Secretary to CM
  • Cabinet Ministers Krishna Lal Panwar and Krishna Kumar Bedi

Despite this, the family remains firm in demanding concrete action, saying that condolences alone are not enough.

Family to Address Media Today at 4 PM

The family of ADGP Puran Kumar will hold a press conference today at 4 PM from their residence in Sector 24, Chandigarh. They are expected to:

  • Reveal more about the suicide note
  • Highlight gaps in the investigation
  • Demand further legal and administrative action
  • Address concerns over personal safety and threats of defamation

The officer’s elder daughter has arrived from the U.S., and the family continues to remain under emotional and legal stress.

Chandigarh Police Under Scrutiny

Despite registering the FIR, Chandigarh Police is facing criticism for allegedly delaying the case and using vague legal language. Activists and legal experts have also raised concerns about:

  • Delay in naming the accused clearly in the FIR
  • Apparent reluctance to suspend or arrest those named
  • Risk of tampering with evidence by serving officials

What Lies Ahead?

This case has grown into one of the most high-profile administrative crises in Haryana’s recent history, with potential national-level implications. If IAS and HCS officers do proceed with the strike, the state’s governance machinery may grind to a halt, forcing urgent political and legal interventions.
