Chandigarh: Haryana Chief Minister Nayab Singh Saini on Tuesday released the much-anticipated Handbook for Executive Magistrates, authored by senior IAS officer (Retd.) Dr. K.K. Khandelwal and Additional Chief Secretary Apoorva Kumar Singh. The book launch ceremony was organized under the aegis of the Haryana IAS Officers Association and attended by senior administrative officers and office-bearers of the Association.
A Ceremony Celebrating Knowledge and Administration
During the event, Dr. Amit Agrawal, Secretary of the Haryana IAS Officers Association, presented a memento to the Chief Minister on behalf of the Association. Addressing the gathering, CM Saini emphasized the symbolic and practical significance of the occasion. “When a book is written, it is not merely a compilation of words but an expression of the author’s thoughts, discipline, and emotions. It becomes a guide for future generations,” he said, noting the book’s importance in strengthening the Constitution envisioned by Baba Saheb Dr. Bhimrao Ambedkar.
Timely Release Amid Judicial Reforms
CM Saini highlighted that the release is historic, coinciding with the implementation of the Bharatiya Nagarik Suraksha Sanhita, 2023, which replaced the Criminal Procedure Code, 1973. “This reform is a decisive step toward making the justice process faster, simpler, more transparent, and technologically stronger,” he said. He added that the Haryana Government has fully implemented all three new criminal laws under the guidance of PM Narendra Modi and Union Home Minister Amit Shah, emphasizing the critical role of Executive Magistrates in maintaining law, order, and public safety during transformational times.
A Practical and Comprehensive Guide
The Handbook for Executive Magistrates is structured in 10 parts and 45 chapters, covering a wide range of topics, from magisterial powers to practical procedures. CM Saini described the book as “not merely a compilation of laws but a comprehensive guide presenting clear explanations of preventive justice, security proceedings, magisterial inquiries, inquest proceedings, identification parades, riot control, defamation, contempt, disciplinary powers, and more.” He expressed confidence that the book will enhance the decision-making capabilities of both new and experienced officers.
Honouring the Authors’ Expertise
CM Saini praised the authors’ contributions. Dr. K.K. Khandelwal’s vast experience as an engineer, legal expert, administrator, and public servant, currently serving as Chief National Commissioner of Bharat Scouts and Guides, has been invaluable. Additional Chief Secretary Apoorva Kumar Singh has provided new direction to the state through his leadership in key departments, including Power, Town and Country Planning, Urban Estates, Mining, Irrigation, and Water Resources. The Chief Minister said the book effectively synthesizes their knowledge, experience, and vision.
Balancing Law with Experience
The Chief Minister highlighted that officers often face situations requiring immediate, critical decisions. “Balance between experience and law helps an officer become capable and effective. This book will strengthen that balance,” he said, reiterating the Haryana Government’s commitment to good governance, transparency, and accountable administration.
Authors Speak: Guidance for Future Officers
Dr. K.K. Khandelwal said the book aims to serve as a “living guide” for young and serving officers. He added that CM Saini’s presence was a source of deep inspiration for all in attendance.
Co-author Apoorva Kumar Singh emphasized that knowledge alone is not enough; patience, alertness, and wisdom are essential. “When the law does not fully define a situation, an officer’s experience-based judgment becomes the foundation for correct decisions,” he said. He expressed confidence that the handbook will prove invaluable in helping officers understand new laws and make better decisions in practical circumstances.
