New Delhi/Chennai – In a rare but inspiring move, B. Sivachandran, who secured 23rd rank in the UPSC Civil Services Examination 2024, has chosen to join the Indian Police Service (IPS) over the traditionally coveted Indian Administrative Service (IAS). Hailing from Nandanam, Chennai, and originally from Dharmapuri, the 28-year-old has become the Tamil Nadu state topper and a national example of purpose-driven career choices.
The Department of Personnel and Training (DoPT) recently released the final post allocation list, revealing that Sivachandran had placed IPS as his top preference—a decision that surprised many, given his high rank would have easily secured him an IAS post.
Inspired by 26/11 Heroes: Why He Chose IPS
In interviews, Sivachandran has shared that his inspiration to join the IPS began during the 2008 Mumbai attacks, where he closely followed the bravery of police commandos in action. That pivotal moment, as a school student, shaped his long-term ambition to serve in uniform.
“I was deeply moved by the courage of the commandos during the Mumbai terror attacks. From that day, I knew I wanted to become a police officer,” he said.
Despite securing a rank that allowed him to opt for IAS, his heart was set on law enforcement, public safety, and field service—all of which, he felt, IPS would allow him to fulfill more effectively.

Academic Journey: From CA to Civil Services
Sivachandran completed his schooling at DAV Gopalapuram, Chennai. After Class 12, he pursued Chartered Accountancy and became a qualified CA. However, his passion for public service remained undeterred. In 2018, he began preparing for the UPSC Civil Services Exam, and 2024 marked his fifth attempt—one that not only brought success but also fulfilled his childhood dream.
‘Naan Mudhalvan’ Scheme: A Boost for State Aspirants
A key part of Sivachandran’s success story is the ‘Naan Mudhalvan’ scheme—a state-run skill development initiative by the Tamil Nadu government. The scheme provided structured training and resources to UPSC aspirants.
Sivachandran was one of 19 candidates from the scheme who cleared UPSC CSE 2024, showcasing how targeted public programs can uplift deserving candidates. His success under this initiative has made him a role model for future aspirants in Tamil Nadu.

Sivachandran’s family has a strong foundation in public and professional service:

UPSC CSE 2024: Highlights from Allocation
Out of 1,009 candidates selected in UPSC CSE 2024:
- 179 were allotted IAS
- 147 joined IPS
- 274 chose IRS
- 55 were given IFS
Among the top 50, only six did not opt for IAS as their first preference. B. Sivachandran was one of them, and the most prominent.
