Dehradun: The HUDCO Regional Office, Dehradun, has signed a significant Memorandum of Understanding (MoU) with the Directorate of Urban Development, Government of Uttarakhand, to strengthen urban infrastructure development in the state under the Urban Challenge Fund (UCF) and UIWIN.
The agreement aims to enhance the capacity of Uttarakhand’s Urban Local Bodies (ULBs) to formulate viable projects, mobilise financial resources and develop sustainable urban infrastructure.
HUDCO and Uttarakhand Government Join Hands for Urban Projects
The MoU will facilitate collaboration between HUDCO and the Uttarakhand Urban Development Directorate across key areas of urban project development.
The partnership will focus on:
- Preparation of bankable Detailed Project Reports (DPRs)
- Capacity building of Urban Local Bodies
- Training and institutional development
- Project financing under the Urban Challenge Fund
- Strengthening project formulation capabilities
- Mobilisation of financial resources
- Development of viable and sustainable urban infrastructure projects
The initiative is expected to provide Uttarakhand’s ULBs with greater institutional and financial support for developing urban infrastructure projects.

MoU to Strengthen Urban Local Bodies in Uttarakhand
A key objective of the agreement is to strengthen the project development and financial resource mobilisation capabilities of Urban Local Bodies across the state. Through technical assistance, capacity building and training, the initiative will help ULBs develop projects that are financially viable and suitable for institutional financing.
The collaboration is also expected to encourage the preparation of quality DPRs that can support effective project implementation and long-term sustainability.
Project Financing Under Urban Challenge Fund
The agreement also provides a framework for collaboration on project financing under the Urban Challenge Fund.
By combining project preparation support with financing opportunities, the initiative seeks to improve the ability of urban authorities to take forward infrastructure projects from the planning stage to implementation.
The focus on bankable projects is expected to help create a stronger pipeline of viable urban infrastructure initiatives in Uttarakhand.
HUDCO MoU Signed in Presence of Senior Officials
The MoU was signed by Vinod Kumar Goswami, Director, Urban Development Directorate, Government of Uttarakhand, on behalf of the Directorate. The Regional Head of HUDCO Regional Office, Dehradun, signed the agreement on behalf of HUDCO.
Senior officials from the Government of Uttarakhand, Urban Development Department and HUDCO Dehradun were present during the signing ceremony.
Agreement to Promote Sustainable Urban Development
The partnership marks an important step towards strengthening the institutional framework for urban infrastructure development in Uttarakhand. By supporting project preparation, professional capacity building and access to financing, the MoU is aimed at helping urban authorities develop projects that are viable, financially sustainable and aligned with the state’s urban development requirements.
The collaboration through UCF and UIWIN is expected to further strengthen coordination between HUDCO and the Uttarakhand Government in advancing urban infrastructure projects.
