New Delhi: In a significant set of bureaucratic developments, the Centre on Tuesday issued notifications regarding empanelment and cadre movements involving senior Indian Administrative Service (IAS) officers. While Amit Kumar (IAS:2010:JH) has been empanelled for a key position at the Centre, Armstrong Pame (IAS:2009:MN) has been prematurely repatriated to his parent cadre Manipur, nearly a year before the completion of his tenure.
Amit Kumar Empanelled for Joint Secretary-Level Role
Amit Kumar, a 2010-batch IAS officer of the Jharkhand cadre, has been empanelled for holding the post of Joint Secretary or equivalent at the Centre, marking a key milestone in his administrative career.
Currently serving as Secretary in the Commercial Tax Department, Jharkhand, Kumar has held several important positions during his career. These include:
- Director, State Urban Development Agency (SUDA)
- CEO, Jharkhand Smart City Mission
- Managing Director, Jharkhand State Housing Board
- Deputy Commissioner (DC), Palamu district
- Private Secretary to the Union Minister for Tribal Affairs
Born on January 1, 1985, Amit Kumar holds a B.A. from Patna University and an M.A. from Delhi University. Known for his administrative versatility, he has contributed across urban development, taxation, and governance sectors in Jharkhand.

Armstrong Pame Repatriated to Manipur Before Tenure Completion
In another major development, Armstrong Pame, a 2009-batch IAS officer of the Manipur cadre, has been prematurely repatriated to his parent cadre before the completion of his central deputation tenure.
According to the order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet (ACC) approved his early return along with the imposition of an extended cooling-off condition.
Pame’s central deputation tenure was originally scheduled to end on April 17, 2027, but he is being sent back nearly a year in advance.
Career Trajectory at the Centre
Armstrong Pame joined central deputation in April 2022 as Deputy Secretary in the Ministry of Information & Broadcasting. His career progression at the Centre includes:
- Shifted to Department of School Education and Literacy as Director in September 2024
- Empanelled as Joint Secretary in February 2025
- Appointed Joint Secretary, Department of Higher Education on March 21, 2025
He holds a B.Sc. in Physics from Delhi University and a Master’s degree in Public Policy.
“Miracle Man of Manipur”
Widely known as the “Miracle Man of Manipur,” Armstrong Pame gained national recognition for spearheading the construction of a 100-km road connecting remote regions of Manipur with Nagaland and Assam in 2012.
Notably, the project—popularly known as the “People’s Road”—was completed without government funding, relying instead on crowdfunding and voluntary local participation, making it a landmark example of community-driven development.
