J&K IAS Induction: DoPT Notifies 2019, 2020 Select Lists for 23 Officers After Four Years Gap

After a gap of nearly four years, the DoPT has notified the 2019 and 2020 Select Lists for 23 J&K State Civil Service officers for induction into the IAS promotion quota of the AGMUT cadre.

NEW DELHI: After a gap of nearly four years, the Department of Personnel and Training (DoPT) has notified the 2019 and 2020 Select Lists of Jammu and Kashmir State Civil Service officers for induction into the Indian Administrative Service (IAS) against promotion quota vacancies in the AGMUT cadre.

The Centre has approved the selection of 23 officers from the Jammu and Kashmir Administrative Service (JKAS)for induction into the IAS under the State Civil Service category.

The notification marks the completion of a long-pending process for filling promotion quota vacancies arising in the IAS cadre for the years 2019 and 2020.

The development comes nearly four months after Legend Officers reported on May 4, 2026, that 23 JKAS officers were likely to be inducted into the IAS after a gap of nearly four years.

23 Officers Selected Against 2019 and 2020 Vacancies

According to the notification issued by the Ministry of Personnel, Public Grievances and Pensions on August 28, 2026, the Select Lists were prepared against vacancies arising between January 1 and December 31 of 2019 and 2020.

The lists were prepared under the provisions of the IAS (Appointment by Promotion) Regulations, 1955.

The notification states that the Select Lists of State Civil Service officers of the Jammu and Kashmir segment were prepared on April 24, 2026, under Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955.

They were subsequently approved on August 3, 2026, under Regulation 7(2).

The lists have now been formally notified for filling promotion quota vacancies in the AGMUT cadre of the IAS.

2019 Select List Contains 18 Officers

The 2019 Select List, prepared against vacancies arising between January 1 and December 31, 2019, contains 18 officers.

The selected officers are:

  • Babila Rakwal
  • Anil Koul
  • Shabnam Shah Kamili
  • Dr Ghulam Nabi Itoo
  • Rachna Sharma
  • Leela Padha
  • Kusum Badyal
  • Rajinder Singh Tara
  • Vivek Sharma
  • Tariq Hussain Ganai
  • Munir-ul-Islam
  • Mohammad Harun Malik
  • Nisar Ahmad Wani
  • Jatinder Singh
  • Sajjad Hussain Ganai
  • Amoo Malhotra
  • Shamim Ahmad
  • Nitu Gupta

The list covers officers from the Jammu and Kashmir State Civil Service who have been selected against the promotion quota vacancies for the 2019 vacancy year.

Nisar Ahmad Wani’s Inclusion Remains Provisional

The DoPT notification has specifically made the inclusion of Nisar Ahmad Wani in the 2019 Select List provisional.

His selection is subject to the grant of an Integrity Certificate by the State Government.

Therefore, while his name appears in the Select List, his inclusion will remain subject to fulfilment of the specified condition.

2020 Select List Includes Five Officers

The 2020 Select List, prepared against vacancies arising between January 1 and December 31, 2020, includes five officers.

They are:

  • Prediman Krishan Bhat
  • Tariq Ahmad Zargar
  • Bhawani Rakwal
  • Smita Sethi
  • Anuradha Gupta

The list accounts for the vacancies attributable to the 2020 selection year.

Nisar Ahmad Wani Also Included at Serial No. 0A

Interestingly, Nisar Ahmad Wani has also been included in the 2020 Select List at Serial No. 0A, in addition to the normal size of the Select List.

His inclusion in this list is also provisional and remains subject to the grant of an Integrity Certificate by the State Government.

Thus, while the 2019 list contains 18 officers and the 2020 list has five regular entries, Wani’s inclusion at Serial No. 0A is an additional provisional inclusion.

Taken together, the process covers 23 officers selected against the 2019 and 2020 promotion quota vacancies.

Process Had Been Pending for Nearly Four Years

The latest notification brings to a close a lengthy delay in the induction of JKAS officers into the IAS against the relevant promotion quota vacancies.

On May 4, 2026, Legend Officers had reported that the Jammu and Kashmir administration had completed the required formalities and referred 23 vacancies for 2019 and 2020 to the Union Public Service Commission (UPSC).

At that time, the selection process was expected to be completed by the end of May.

The formal notification by DoPT has now confirmed the Select Lists for the two years.

The development is significant for the Jammu and Kashmir administration because the promotion quota provides a structured route for eligible State Civil Service officers to enter the IAS.

AGMUT Cadre to Get 23 Officers From J&K Segment

The selected officers will be inducted into the AGMUT cadre of the IAS, which covers the Arunachal Pradesh-Goa-Mizoram-Union Territories segment.

The induction is being made under the State Civil Service category, against promotion quota vacancies.

The latest notification therefore represents an important cadre-level development, as 23 officers from the Jammu and Kashmir State Civil Service have now been cleared through the selection process for induction into the country’s premier administrative service.

What the Notification Says

The DoPT notification is based on the statutory framework governing promotion of State Civil Service officers into the IAS.

The Select Lists were prepared on April 24, 2026, under Regulation 5(5), and subsequently approved on August 3 under Regulation 7(2).

The notification issued on August 28 formally places the names on record for filling the promotion quota vacancies pertaining to the two years.

The process also includes the specific condition attached to Nisar Ahmad Wani’s selection, requiring the State Government to provide an Integrity Certificate.

Four-Year Gap Ends With Formal Notification

The notification is particularly significant because the induction process had remained pending for several years.

With the 2019 and 2020 Select Lists now notified, the Centre has formally moved ahead with the induction of 23 J&K State Civil Service officers into the IAS against the promotion quota vacancies of the two years.

The development follows the completion of the necessary formalities by the Jammu and Kashmir administration and the subsequent selection and approval process involving the UPSC and DoPT.

The notification is expected to provide clarity to the officers who had been awaiting completion of the long-pending promotion process.

Note: Nisar Ahmad Wani has additionally been included at Serial No. 0A in the 2020 Select List, with his inclusion remaining provisional and subject to the State Government granting an Integrity Certificate.
