Maharashtra FDA Crackdown: Eknath Shinde Empowers ‘Singham IAS’ Tukaram Mundhe, Seeks Tough Action Against Adulterators

Maharashtra Deputy CM Eknath Shinde has backed FDA Commissioner Tukaram Mundhe’s crackdown on food adulteration and directed stronger legal action, including exploring organised crime provisions against repeat offenders.

Mumbai: The Maharashtra government has thrown its weight behind Tukaram Mundhe, the 2005-batch IAS officer leading the state Food and Drug Administration (FDA), with Deputy Chief Minister Eknath Shinde directing officials to strengthen action against those involved in food adulteration.

A high-level meeting was held on Tuesday at Sahyadri Guest House in Mumbai, where Shinde reviewed the FDA’s ongoing crackdown on adulteration, particularly in milk and dairy products.

Health Minister Prakash Abitkar, Minister of State for Home Yogesh Kadam and FDA Commissioner Tukaram Mundhe were present at the meeting.

Shinde reportedly expressed satisfaction with Mundhe’s work and called for further strengthening of the legal and enforcement framework so that those endangering public health do not easily escape prosecution.

Organised Crime Laws Proposed Against Adulterators

One of the key directions emerging from the meeting was that cases under organised crime laws should be considered against those involved in the adulteration of milk and dairy products.

The government has taken a particularly serious view of adulteration that could affect children and other vulnerable consumers.

Shinde directed officials to examine measures under which habitual or organised adulterators could face stronger criminal action. The move is aimed at sending a clear message to individuals and networks involved in activities that allegedly compromise the safety of food products.

The Deputy Chief Minister also called for strengthening the legal process surrounding such cases.

Special Legal Team to Fight Adulteration Cases

Shinde stressed that enforcement action would have limited impact if accused persons were able to exploit legal loopholes during court proceedings.

He therefore suggested the creation of a special legal team to handle important adulteration cases and recommended taking the assistance of experienced senior lawyers wherever necessary.

The objective is to ensure that cases prepared by the FDA are legally robust and that accused persons involved in serious adulteration offences are effectively prosecuted.

Mundhe Briefs Government on FDA’s 2026-27 Roadmap

During the meeting, Mundhe briefed the government on the FDA’s planned milestones for 2026-27 under the ‘Developed Maharashtra – 2047’ initiative.

He also apprised the government of enforcement measures being undertaken by the department to improve food safety and prevent adulteration.

The directions from the government indicate that the FDA’s enforcement drive is expected to continue, with greater emphasis on legal follow-through in addition to inspections, raids and sampling.

Mundhe’s Crackdown Has Drawn Attention Across Maharashtra

Mundhe’s aggressive enforcement style has made him one of the most talked-about bureaucrats in Maharashtra.

As FDA Commissioner, he has taken action not only against alleged adulterators but also against established businesses and prominent establishments where violations were detected.

The FDA under his leadership has carried out inspections and enforcement actions involving prominent Mumbai clubs and online delivery platform Blinkit, among others.

His approach has generated both support and controversy, particularly because of the scale and frequency of inspections undertaken by the department.

Bombay High Court Had Questioned FDA’s Raid Approach

The FDA’s enforcement drive had earlier come under scrutiny before the Bombay High Court, which questioned the manner in which some raids were being conducted.

The court had used the expression that “using a sword to kill a mosquito” was not an appropriate approach while commenting on the proportionality of the FDA’s action.

Despite such judicial observations, the Maharashtra government has indicated that necessary enforcement action to protect consumers should continue, while also stressing the need for stronger legal procedures.

The latest meeting suggests that the government wants the FDA to maintain its focus on food safety while ensuring that enforcement cases are backed by a legally sustainable prosecution strategy.

Mundhe Also Inspected Bombay High Court Canteen

Mundhe has also attracted attention for extending food-safety inspections to high-profile establishments.

Among the actions that generated considerable discussion was his decision to order an inspection of the Bombay High Court canteen.

His approach has reinforced his reputation as an officer willing to act against establishments regardless of their profile when food-safety concerns arise.

29 FDA Employees Had Complained Against Mundhe

Mundhe’s functioning has also faced resistance within the department.

As many as 29 FDA officers and employees reportedly submitted a complaint to the department’s minister concerning his style of functioning.

Following the complaint, Mundhe personally met Deputy Chief Minister Sunetra Pawar and put forward his position.

The latest political backing from Eknath Shinde indicates that the government continues to support the broader enforcement objectives being pursued by the FDA commissioner.

Who Is Tukaram Mundhe?

Tukaram Mundhe is a 2005-batch IAS officer of the Maharashtra cadre known for his strict and rule-oriented administrative style.

Over a career spanning more than two decades, he has acquired a reputation for taking firm positions on issues relating to governance, public administration and enforcement.

His uncompromising approach has also resulted in frequent transfers. He has reportedly faced around 25 transfers during his 21-year career, contributing to his public image as an officer willing to take on difficult assignments.

He is popularly described by sections of the public and media as ‘Singham IAS’, a reference to his tough image and direct style of functioning.

Government Signals Continued Support for FDA Action

The latest meeting sends a clear signal that the Maharashtra government wants the crackdown on food adulteration to continue.

With Shinde seeking stronger criminal provisions, specialised legal support and tighter prosecution, the government’s focus appears to be shifting beyond inspections and seizures towards ensuring that enforcement cases result in effective legal action.

For Mundhe, the backing could provide greater institutional support as the FDA continues its campaign against adulteration across Maharashtra.
