Mumbai: Senior IAS officer Tukaram Haribhau Mundhe, known for his tough administrative style and uncompromising stance against corruption, has been replaced as the Guardian Secretary of Maharashtra’s Parbhani district. The decision was announced through a Maharashtra government order issued by the General Administration Department (GAD) on Tuesday.
The development has once again brought the 2005-batch Maharashtra cadre officer into the spotlight. Often referred to as the “Singham” of the bureaucracy, Mundhe has earned a reputation for strict governance, administrative reforms and frequent transfers during his two-decade-long career.
Maharashtra Government Revises Guardian Secretary Appointments
According to the order issued by the General Administration Department, appointments of guardian secretaries for select districts have been revised.
As part of the reshuffle, Tukaram Mundhe, who was serving as Guardian Secretary of Parbhani district as an additional responsibility, has been replaced by Dr Chandrakant Pulakundwar, currently serving as Secretary, Rural Development and Panchayati Raj Department.
The government order did not specify any reason for the change.

The absence of any explanation in the order has sparked discussion within bureaucratic circles, particularly given Mundhe’s high-profile administrative career.
Known for his strict enforcement of rules and reluctance to compromise on governance standards, Mundhe has often found himself at the centre of administrative and political debates. Over the years, he has been transferred multiple times while serving in various key positions across Maharashtra.
Currently Serving as FDA Commissioner
Mundhe is currently serving as the Commissioner of the Food and Drug Administration (FDA), Maharashtra.
He was appointed to the post last month, adding another important assignment to his long administrative career. The FDA plays a critical role in regulating food safety, pharmaceutical products and consumer protection across the state.
Apart from his current role, he has also served as Secretary in the Divyang Kalyan Department and has held several senior positions in the Maharashtra government.

He completed his schooling in Zila Parishad schools before pursuing higher education. He earned a Bachelor’s degree and later a Master’s degree in Political Science from Dr Babasaheb Ambedkar Marathwada University, Aurangabad.

Dr. Pulkundwar is a senior Indian Administrative Service (IAS) officer of the 2008 Maharashtra cadre who currently serves as the Secretary of the Rural Development and Panchayat Raj Department following a major state bureaucratic reshuffle in May 2026. Born on October 26, 1968, in Nanded, Maharashtra, he holds a Master of Veterinary Science (M.V.Sc.) degree in Veterinary Pathology from Marathwada Agricultural University, Parbhani. Dr. Pulkundwar entered the IAS through State Civil Service (SCS) promotion and has built an illustrious 18-year career across crucial administrative posts, which includes serving as the Divisional Commissioner of Pune Division (from February 2024 to May 2026), the Sugar Commissioner of Maharashtra, and the Municipal Commissioner of the Nashik Municipal Corporation (NMC).
His administrative portfolio also features notable leadership roles as the Joint Managing Director of the Maharashtra State Road Development Corporation (MSRDC)—where he successfully spearheaded critical land acquisitions for the Samruddhi Mahamarg expressway project—as well as serving as the District Collector of Buldhana and as Private Secretary to former Chief Minister Ashok Chavan in 2008.
