Thiruvananthapuram/New Delhi: The Kerala government has appointed senior IAS officer Bishwanath Sinha (IAS: 1992: Kerala) as the next Chief Secretary of the state, reaffirming its long-standing convention of selecting the state’s top bureaucrat based on seniority and administrative competence.
The decision was taken by the state cabinet on Wednesday. Sinha, who currently serves as the Additional Chief Secretary (Home), will succeed Dr A. Jayathilak (IAS: 1991: Kerala), who is scheduled to retire on June 30, 2026. Sinha will assume office on July 1 and is expected to remain in service until September 2028.
Seniority and Experience Favoured in Selection
The appointment comes after senior IAS officer Sanjeev Kaushik (IAS: 1992: Kerala), currently serving as Executive Director at the Asian Development Bank, opted not to return to the state administration for the Chief Secretary’s position.
Another officer senior to Sinha, Manoj Joshi, who is on central deputation, was also not in contention for the post.
With both officers unavailable, the path was clear for Sinha, who is widely regarded as one of the most experienced and capable bureaucrats in the Kerala cadre.
Officials noted that the government adhered to the principle of seniority while making the appointment. Though Finance Secretary K.R. Jyothilal was also considered a strong contender, the government reportedly decided that he could be considered for the post at a later stage as he remains in service until 2029.
Currently Heading Kerala’s Home Department
Before his elevation, Sinha was serving as Additional Chief Secretary in charge of the Home Department, one of the most important portfolios in the Kerala government.
He took charge of the department on June 28, 2023, and has since overseen critical areas relating to law and order, internal administration and governance.
His tenure in the Home Department has been widely regarded as efficient and effective, strengthening his credentials for the state’s highest bureaucratic office.
A Bureaucrat with More Than Three Decades of Experience
Born on September 24, 1968, in Bihar, IAS Bishwanath Sinha belongs to the 1992 batch of the Indian Administrative Service and has spent more than three decades in public administration.
He holds a Master of Arts degree in Geography from Delhi University, including studies associated with the Delhi School of Economics.
Fluent in Hindi, English and Malayalam, Sinha entered the IAS through direct recruitment after clearing the Union Public Service Commission (UPSC) Civil Services Examination.
Extensive Administrative Experience Across Sectors
Over a distinguished career spanning 34 years, Sinha has held more than two dozen key assignments across district, state and central government administrations.
District Administration
Sinha served as District Collector in several important Kerala districts, including:
- Wayanad
- Kozhikode
- Kottayam
These assignments gave him extensive experience in grassroots governance, public administration and development management.

Throughout his career, he has handled a wide range of important departments in the Kerala government, including:
- Home and Vigilance

Significant Central Government Experience
Apart from his state-level assignments, Sinha has also served on central deputation.
He worked as Joint Secretary in the Ministry of Environment, Forest and Climate Change, Government of India, where he dealt with important policy matters relating to environmental governance and sustainable development.
His central government experience is expected to be particularly useful in coordinating with various Union ministries and agencies as Chief Secretary.

Sinha has also held leadership roles in several important public institutions and initiatives.

Officials note that he remained a trusted and dependable officer under successive governments, earning respect for his professional approach, administrative acumen and ability to execute policy decisions efficiently.
His broad acceptance across the political and bureaucratic spectrum is seen as one of the reasons behind his elevation to the state’s top administrative position.
What Will Be His Role as Chief Secretary?
As Chief Secretary, Mr Sinha will become the senior-most civil servant in Kerala and the principal advisor to the state government on administrative matters.
His responsibilities will include:
- Coordinating the functioning of all government departments
- Ensuring implementation of cabinet decisions
- Advising the Chief Minister and Council of Ministers on governance issues
- Facilitating policy execution and administrative reforms
- Monitoring major development and infrastructure projects
- Acting as the key link between the state and central governments
Given Kerala’s ambitious development agenda and evolving governance priorities, Sinha’s administrative experience is expected to play a crucial role in ensuring effective policy implementation.
Service Till September 2028
Unlike many Chief Secretaries who serve relatively short tenures, Sinha is scheduled to remain in service until September 2028, giving him more than two years in the state’s highest bureaucratic office.
The longer tenure is expected to provide continuity in governance and help the government pursue long-term administrative and developmental initiatives more effectively.
With his elevation, Kerala gains a seasoned administrator whose extensive experience in finance, home affairs, planning, district administration and central government policymaking is expected to strengthen the state’s governance architecture in the years ahead.
