2 Senior IPS Officers Set to Retire in Haryana in Sept-Oct 2026: Sanjeev Kumar Jain, Shatrujeet Kapur – Know Them

Haryana is set to see the retirement of two senior IPS officers in the coming weeks, with 1991-batch Sanjeev Kumar Jain due to retire in September and 1990-batch Shatrujeet Kapur in October.

Chandigarh: Haryana‘s senior police leadership is set for a significant transition in the coming weeks, with two veteran Indian Police Service (IPS) officers approaching superannuation.

According to Haryana’s official IPS gradation list, Sanjeev Kumar Jain, a 1991-batch IPS officer, is due to retire on September 30, 2026, while Shatrujeet Kapur, a 1990-batch IPS officer, is scheduled to retire on October 31, 2026.

The two officers are among the senior-most members of the Haryana cadre and have held several important positions during their long administrative and policing careers.

Their impending retirements come at a time when the state government has also begun looking ahead to the next cycle of senior administrative succession. The Personnel Department has already published the 2027 IAS retirement schedule, making succession planning an increasingly important issue for the Haryana government.

Sanjeev Kumar Jain Set to Retire on September 30

Sanjeev Kumar Jain, a 1991-batch IPS officer of the Haryana cadre, is currently serving as Director General (DG) of the Haryana Human Rights Commission.

With more than three decades of service behind him, Jain is one of the senior-most serving IPS officers in the state.

He occupies a DG-rank position at Level-16 of the administrative pay matrix and has handled a wide range of responsibilities involving law enforcement, specialised police units and administrative divisions during his career.

Jain’s seniority and operational experience have also made him a prominent name in discussions surrounding the appointment of Haryana’s state police chief.

Jain’s Seniority and DGP Selection Panels

Because of his extensive policing experience and seniority in the Haryana cadre, Sanjeev Kumar Jain’s name has consistently figured prominently in panels sent by the state government to the Union Public Service Commission (UPSC) for consideration in the selection and appointment of Haryana’s Director General of Police (DGP).

His career has included leadership responsibilities across important law-enforcement and administrative assignments in the state.

His retirement on September 30, 2026, will therefore mark the departure of another highly experienced officer from the Haryana cadre’s senior ranks.

Shatrujeet Kapur to Retire on October 31

The second major retirement will come a month later, with Shatrujeet Kapur, a 1990-batch IPS officer of the Haryana cadre, scheduled to superannuate on October 31, 2026.

Kapur currently serves as Director General of the Indo-Tibetan Border Police (ITBP) on central deputation, placing him at the helm of one of India’s key Central Armed Police Forces.

Born on October 21, 1966, in Jind, Haryana, Kapur holds a B.Tech degree in Mechanical Engineering from NIT Kurukshetra.

Over a policing career spanning roughly three decades, he has served in several critical assignments at both the state and central levels.

From Haryana Police to CBI and ACB

Kapur’s career has included an important stint on central deputation with the Central Bureau of Investigation (CBI).

At the state level, he also headed Haryana’s Anti-Corruption Bureau (ACB), an important assignment involving investigations into corruption-related cases and vigilance matters.

His career trajectory eventually took him to the highest police position in Haryana.

Served as Haryana DGP

Kapur reached the peak of his state-level police career when he was appointed Director General of Police (DGP) of Haryana in August 2023.

His elevation to the position placed him at the top of the Haryana Police hierarchy after a long career involving policing, investigation, anti-corruption work and central assignments.

Later, following an administrative reshuffle during his tenure, Kapur moved to the Centre and took charge of his present assignment as Director General of the ITBP.

He is now scheduled to retire from service on October 31, 2026.

Two Senior Retirements Within a Month

The retirement of Jain and Kapur within a span of just over a month will have implications for the composition of Haryana’s senior police leadership.

Jain, who is currently serving in the Haryana Human Rights Commission, is due to retire first on September 30. Kapur, who is currently heading the ITBP, will follow on October 31.

Both officers belong to successive senior batches of the Haryana cadre, with Kapur belonging to the 1990 batch and Jain to the 1991 batch.

Their departures will further alter the seniority structure of the cadre and could influence the pool of officers available for important leadership responsibilities in Haryana in the future.

2027 Retirement Schedule Already Published

The developments also come against the backdrop of longer-term succession planning within the Haryana administration.

The state’s Personnel Department has already published the 2027 IAS retirement schedule, providing an advance indication of the senior administrative vacancies that will arise next year.

While the September and October 2026 IPS retirements concern the police leadership, the publication of the IAS retirement schedule highlights the broader process of managing senior-level vacancies across the state administration.

For Haryana, the coming period is therefore likely to involve considerable movement among senior officers as the government prepares for a series of retirements and consequential postings.

Two Veteran Officers at the End of Long Careers

Both Shatrujeet Kapur and Sanjeev Kumar Jain have spent more than three decades in public service.

Kapur’s career has combined senior Haryana Police assignments with central deputation, including his tenure with the CBI and his current leadership of the ITBP. His stint as Haryana DGP in 2023 represented the high point of his state police career.

Jain, meanwhile, has built an extensive career within the Haryana cadre and currently occupies a DG-level position in the Haryana Human Rights Commission. His seniority has also repeatedly put him in contention in the state’s process for selecting its police chief.

With Jain scheduled to retire on September 30 and Kapur on October 31, 2026, Haryana is set to lose two of its most senior and experienced IPS officers within a matter of weeks.
