Haryana Transfers 29 IPS, 1 HPS Officer: 5 Districts Get New SPs, Ashwin Shenvi Gets Karnal IG Charge

The reshuffle brings fresh leadership to Karnal, Palwal, Panipat, Bhiwani and Narnaul, while strengthening the STF and assigning senior officers additional responsibilities in cyber, traffic, security and emergency response.

Chandigarh: Haryana government has ordered a major police reshuffle involving 29 Indian Police Service (IPS) officers and one Haryana Police Service (HPS) officer, bringing new police leadership to five districts and making several significant changes at senior levels of the state police administration.

Among the key appointments, 2006-batch IPS officer Ashwin Shenvi, who has returned to the state after a deputation with the Central Bureau of Investigation (CBI), has been posted as Inspector General of Police (IGP), Karnal Range. He will also hold the additional charge of IGP, Haryana Armed Police (HAP), Madhuban, Karnal.

At the district level, 2019-batch IPS officer Medha Bhushan has been appointed SP, Palwal, while 2020-batch IPS officer Deepti Garg will take charge as SP, Panipat. Other new district police chiefs include Mayank Mishra as SP, Bhiwani, Prabina P as SP, Narnaul, and 2025-batch IPS officer Karan Goel as SP, Karnal.

The transfer orders were issued by Additional Chief Secretary, Home Department, Sudhir Rajpal, on September 3.

Ashwin Shenvi Appointed IG Karnal Range

One of the most significant changes in the reshuffle is the appointment of IPS officer Ashwin Shenvi (2006 batch) as the new IG of Karnal Range following his return from central government deputation with the CBI.

Along with the Karnal Range charge, Shenvi has been given the additional responsibility of IGP, Haryana Armed Police (HAP), Madhuban, Karnal.

The appointment assumes significance as the Karnal police administration has recently faced controversy over an alleged “double encounter” following the murder of Biru Valmiki. Two youths, Harsh and Birbal, were killed in the encounter, following which members of the Ror community protested and alleged that the encounters were fake.

The community had reportedly been demanding the transfer of the Karnal SP. With the latest reshuffle, both the Karnal Range IG and district SP-level leadership have undergone significant changes, with 2025-batch IPS officer Karan Goel being appointed the new SP of Karnal.

The movement of Narender Bijarniya, who has been shifted to the Special Task Force (STF), is also being viewed as an important change in the Karnal-related police administration.

Five Districts Get New Superintendents of Police

The reshuffle brings new leadership to five Haryana districts.

Medha Bhushan, a 2019-batch IPS officer, has been posted as SP, Palwal. Deepti Garg, a 2020-batch IPS officer, has been appointed SP, Panipat.

Similarly, 2020-batch IPS officer Mayank Mishra has been posted as SP, Bhiwani, while Prabina P has been appointed SP, Narnaul.

The fifth district to get a new police chief is Karnal, where 2025-batch IPS officer Karan Goel has been appointed SP.

The appointments will bring new police leadership to Palwal, Panipat, Bhiwani, Narnaul and Karnal.

Major Responsibilities Assigned to Senior IPS Officers

The reshuffle also involves several important changes in the senior ranks of the Haryana Police.

IPS officer Amitabh Dhillon has been posted as ADGP, Modernisation and Welfare. He will additionally hold charge of ADGP, Emergency Response Support System (ERSS) and ADGP, Traffic and Highways.

IPS officer Vikas Arora has been assigned the responsibility of ADGP, Administration, Police Headquarters. He will also hold additional charges related to Cyber, Telecom and IT, besides the responsibility of Director, State Crime Records Bureau (SCRB).

The reshuffle thus brings several technology, cybercrime, records, traffic and emergency-response functions under additional responsibilities assigned to senior officers.

Ashok Kumar Posted to Police Training College

Another 2006-batch IPS officer, Ashok Kumar, has been posted as IGP, Police Training College (PTC), Sunaria.

His appointment comes as part of the wider restructuring of responsibilities among senior IPS officers in the state.

Lokender Singh Gets Security, ATS and Commando Charges

IPS officer Lokender Singh will handle the charge of SP, Security (CID), along with the responsibilities of SP, Anti-Terrorism Squad (ATS) and SP, Commando, Newal.

The assignment combines responsibilities relating to security, counter-terrorism and specialised police operations under his charge.

State Crime Branch Chief Gets Additional Responsibility

Rajesh Kumar, who is serving as SP, State Crime Branch (SCB), has also been given the additional charge of SP, Community Policing and Outreach and Scrutiny, Gurugram.

The additional responsibility expands his role into community policing and outreach functions alongside his existing responsibilities in the State Crime Branch.

STF Strengthened With Two SP-Level Appointments

The Haryana Police Special Task Force has also received a significant strengthening through the appointment of two IPS officers.

IPS officers Sumit Kumar and Narender Bijarniya have been posted as SPs in the Special Task Force (STF).

The movement of Narender Bijarniya is particularly notable in the context of the changes involving Karnal police administration.

Sumit Kumar, who was earlier posted as SP, Bhiwani, has also been moved to the STF. He had served as Bhiwani SP during the controversy surrounding the death of female teacher Manisha. His transfer comes after the CBI’s closure report in the matter.

Nitish Agarwal Appointed DCP Crime, Gurugram

IPS officer Nitish Agarwal has been appointed DCP, Crime, Gurugram.

The posting places him in charge of the crime-related policing responsibilities in Gurugram, one of Haryana’s most important urban police jurisdictions.

Karnal Gets New SP Amid Recent Controversy

The appointment of Karan Goel, a 2025-batch IPS officer, as SP, Karnal, is among the notable district-level changes in the latest orders.

The Karnal police administration had come under scrutiny following the controversy surrounding the death of Biru Valmiki and the subsequent encounter in which youths identified as Harsh and Birbal were killed.

The Ror community had protested against the police action and alleged that the encounter was fake. The community had also been consistently demanding the transfer of the Karnal SP.

Against this backdrop, the appointment of a new SP in Karnal, along with the shifting of Narender Bijarniya to the STF and the appointment of Ashwin Shenvi as IG Karnal Range, marks a significant change in the police leadership structure in the region.

Additional Senior-Level Changes

The reshuffle also includes additional responsibilities for senior IPS officers.

As part of the new arrangement, Vikas Arora has been assigned additional responsibility for the State Crime Records Bureau, along with his administrative responsibilities and charges relating to Cyber, Telecom and IT.

Similarly, Amitabh Singh Dhillon has been given additional responsibility for Traffic and Highways, alongside his charge as ADGP.

Separately, IPS officer Sandeep Khirwar has been promoted from the rank of Additional Director General to Special Director General in the Central Reserve Police Force (CRPF).

Large-Scale Overhaul of Haryana Police Administration

The latest orders represent one of the significant recent reshuffles in the Haryana Police, involving 30 officers in total — 29 IPS officers and one HPS officer.

The changes cover district policing, police headquarters, cyber and technology functions, traffic and highways, emergency response, security, counter-terrorism, commando operations, crime investigation, training and the Special Task Force.

The reshuffle is particularly significant for Karnal, where both the range-level and district-level police leadership have changed. The appointment of Ashwin Shenvi as IG Karnal Range and Karan Goel as SP Karnal, along with Narender Bijarniya’s movement to the STF, signals a notable restructuring of the police setup in the region.

At the same time, the appointment of new SPs in Palwal, Panipat, Bhiwani, Narnaul and Karnal is expected to bring fresh leadership to the district police administrations.

The orders, issued on September 3 by Additional Chief Secretary, Home Department Sudhir Rajpal, cover a broad spectrum of Haryana’s police establishment and include both transfers and additional charge arrangements for senior officers.
