Who Is IAS Trilochan Majhi? Retired Odisha Cadre Officer Re-Engaged as OSD-cum-Additional Secretary to CM

Retired Odisha-cadre IAS officer Trilochan Majhi has been re-engaged for one year as OSD-cum-Additional Secretary to Chief Minister Mohan Charan Majhi, days after his superannuation.

Bhubaneswar: The Odisha government has re-engaged retired Indian Administrative Service (IAS) officer Trilochan Majhi as Officer on Special Duty (OSD)-cum-Additional Secretary to Chief Minister Mohan Charan Majhi, bringing the 2012-batch Odisha cadre officer back into the state administration shortly after his retirement.

The General Administration and Public Grievance Department issued the notification on September 10, 2026, ordering his re-engagement with immediate effect for a period of one year.

Majhi had retired from government service on August 31, 2026, on attaining the age of superannuation. Before his retirement, he was serving as Additional Secretary to the Government in the Home Department.

The latest appointment means that Majhi will continue to contribute to the state administration from the Chief Minister’s Office (CMO) after completing his regular tenure in the Odisha government.

Re-Engaged for One Year in Chief Minister’s Office

According to the government notification, Trilochan Majhi has been appointed as OSD-cum-Additional Secretary to Chief Minister Mohan Charan Majhi.

His re-engagement will be for one year and has taken effect immediately.

The appointment has been made by order of the Governor of Odisha. The notification was issued by Debasis Singh, Additional Secretary to the Government, on behalf of the General Administration and Public Grievance Department.

The move comes only days after Majhi’s formal retirement, indicating that his administrative experience will continue to be utilised by the state government in the Chief Minister’s Office.

Who Is Trilochan Majhi?

Trilochan Majhi is a retired IAS officer of the 2012 batch belonging to the Odisha cadre. He entered the IAS through promotion from the State Civil Service (SCS).

Born on August 15, 1966, Majhi holds a Bachelor of Arts (B.A. Hons) degree in Economics.

His administrative career has spanned more than 14 years, during which he handled several responsibilities in the Odisha state administration, including important assignments in the Revenue and Disaster Management Departmentand the Home Department.

His experience in state-level administration has now brought him back into government service in a new capacity following his superannuation.

Tenure in Revenue and Disaster Management Department

One of Majhi’s significant recent assignments was in the Revenue and Disaster Management Department of the Odisha government.

He served as Additional Secretary to the Government in the department, taking charge of the position on January 24, 2023.

He continued in the assignment for more than three and a half years before moving into his final pre-retirement responsibility in the Home Department.

The Revenue and Disaster Management Department is a key part of the state administrative structure, dealing with matters related to land and revenue administration, disaster preparedness and response, and associated government functions.

Served as Additional Secretary in Home Department

Before his superannuation, Majhi was serving as Additional Secretary to the Government in the Home Department.

The assignment placed him in an important administrative position within the department responsible for matters relating to internal security, law and order and other key areas of the state’s administrative framework.

His experience across different departments of the Odisha government formed part of the administrative background with which he entered his post-retirement assignment in the CMO.

Retirement on August 31, 2026

Trilochan Majhi formally retired from government service on August 31, 2026, upon attaining the age of superannuation.

However, his retirement from regular government service was short-lived.

Just days later, the Odisha government issued the September 10 notification re-engaging him as OSD-cum-Additional Secretary to the Chief Minister.

The one-year appointment will allow the state government to retain his administrative experience and institutional knowledge within the Chief Minister’s Office.

From State Civil Service to IAS

Majhi’s career is also notable because he was inducted into the IAS through promotion from the Odisha State Civil Service rather than through the UPSC Civil Services Examination’s direct recruitment route.

As a 2012-batch Odisha cadre IAS officer, he subsequently served in senior administrative responsibilities within the state government.

His career reflects the role of promoted officers in the IAS cadre, particularly those who enter the service after building experience through the State Civil Service.

Key Details of Trilochan Majhi’s Career

Trilochan Majhi was born on August 15, 1966, and belongs to the Odisha cadre of the 2012-batch IAS. He holds a B.A. (Honours) in Economics and was inducted into the IAS through promotion from the State Civil Service.

He served as Additional Secretary in the Revenue and Disaster Management Department from January 24, 2023, and later served as Additional Secretary in the Home Department before retiring on August 31, 2026.

Following his retirement, the Odisha government re-engaged him on September 10, 2026, as OSD-cum-Additional Secretary to Chief Minister Mohan Charan Majhi for a period of one year with immediate effect.

New Role Under CM Mohan Charan Majhi

As OSD-cum-Additional Secretary to the Chief Minister, Majhi will now work within the Chief Minister’s Office, where his experience in state administration is expected to support the functioning of the government.

His re-engagement also marks a continuation of his administrative association with the Odisha government despite his formal retirement from regular service.

The September 10 order thus brings the 2012-batch Odisha cadre officer back into an active administrative role less than two weeks after his superannuation.
