Bhubaneswar: Senior Odisha-cadre IAS officer R. Santhana Gopalan, also known as R. S. Gopalan, has applied for voluntary retirement from government service, bringing an unexpected turn to the career of an officer who has spent about 25 years in the Indian Administrative Service.
Mr Gopalan, a 2001-batch IAS officer, submitted his VRS application on September 30, 2026, while serving as Odisha’s Chief Electoral Officer (CEO) and holding additional charge as Secretary of the Excise Department. His request came shortly after the completion of the Special Intensive Revision (SIR) of electoral rolls in Odisha.
The move has attracted attention in Odisha’s administrative circles because Gopalan still had roughly a year and a half of service remaining before his scheduled retirement in June 2028, according to reports.
Gopalan, however, has said that his decision was based on personal and health reasons and was not connected with the SIR exercise. He has also indicated that he had been considering leaving government service for several months but waited until the electoral-roll revision was completed.
VRS Application Comes After Completion of SIR
IAS Gopalan’s application came days after Odisha completed the SIR exercise and published the revised electoral rolls on September 21.
The final roll contained around 3.16 crore voters. Opposition parties subsequently questioned the deletion of approximately 17 lakh names during the revision process, bringing additional political attention to the work handled by the state election machinery.
The timing of Gopalan’s VRS application therefore immediately drew attention. However, the officer himself has rejected any direct connection between his decision and the SIR process.
Speaking to the media, Mr Gopalan said he had submitted his papers for personal and health reasons and wanted to focus on certain personal matters. He also said that he had contemplated leaving government service for some time and deliberately waited for the SIR exercise and final publication of the electoral rolls to be completed.
The VRS application will now have to go through the prescribed approval process before Gopalan can formally be relieved from service.
Who Is R. Santhana Gopalan?
Mr Gopalan is a 2001-batch Indian Administrative Service officer of the Odisha cadre. Born in Tamil Nadu, he has spent his career in a wide range of administrative assignments covering agriculture, labour, electoral administration, identity management and other areas of governance.
Over roughly 25 years in service, he has handled several important responsibilities at both the state and central levels. His career has included field and departmental assignments in Odisha as well as a stint with the Unique Identification Authority of India (UIDAI).
UIDAI’s official records show that R. S. Gopalan served as Deputy Director-General at the authority’s Bengaluru regional office from February 2019 to October 2022. An ACC order cited on the UIDAI website records his appointment as DDG from the rank of Additional Director-General.
His career has thus combined state-level administration with experience in major national governance institutions.
Became Odisha Chief Electoral Officer in 2024
He took charge as Odisha’s Chief Electoral Officer in July 2024, succeeding Nikunja Bihari Dhal.
The appointment placed him at the centre of the state’s electoral administration, including preparation and revision of electoral rolls, voter registration-related processes and coordination associated with elections.
His tenure as CEO subsequently included the implementation of the Special Intensive Revision of electoral rolls in Odisha, one of the most closely watched electoral-administration exercises in the state in 2026.
The final publication of the revised electoral rolls on September 21 marked the completion of a major phase of the exercise, following which Gopalan submitted his VRS application.
A Career Across Multiple Administrative Roles
Mr Gopalan’s career has not been restricted to one area of administration. Before taking charge of the state’s electoral machinery, he served in several important assignments in Odisha.
He has worked in areas including agriculture and labour administration and served as Director of Agriculture in Odisha. A 2012 publication of the National Bureau of Soil Survey and Land Use Planning records Gopalan, then Director of Agriculture, Government of Odisha, addressing trainee officers at Bhubaneswar.
His career also included a substantial assignment in soil conservation and agricultural administration, giving him experience in areas directly connected with rural development and natural-resource management.
This breadth of assignments reflects a career spanning both developmental administration and institutional governance.
Central Deputation to UIDAI
One of the notable phases of Gopalan’s career was his deputation to UIDAI, the statutory authority responsible for Aadhaar.
According to UIDAI’s official records, Gopalan served as Deputy Director-General at its Bengaluru regional office from February 7, 2019, to October 10, 2022. The authority’s records also note that he was appointed DDG from ADG pursuant to an Appointments Committee of the Cabinet order dated January 22, 2019.
The assignment gave him experience of working within a large national digital-governance institution, alongside his earlier and subsequent responsibilities in the Odisha administration.
Additional Charge of Excise Department
At the time of seeking voluntary retirement, Gopalan was holding another significant responsibility in the Odisha government.
Along with his position as Chief Electoral Officer, he was serving as Secretary of the Excise Department. Reports on his VRS application identified both positions as his current responsibilities.
His departure, if the VRS request is accepted, will therefore require arrangements for both his electoral and departmental responsibilities.
Why Did Gopalan Apply for VRS?
IAS Gopalan has publicly attributed his decision to personal and health reasons.
He has specifically denied that the decision was prompted by the SIR process. According to reports, he had been considering voluntary retirement for several months and decided to submit his application after ensuring that the electoral-roll revision exercise had been completed.
There has nevertheless been public and political discussion about the timing of his decision because it followed the conclusion of the SIR exercise. Opposition leaders have questioned whether the circumstances surrounding the electoral-roll revision played a role, while Gopalan has maintained that his decision was personal.
At present, his stated explanation remains that the VRS request is based on personal and health considerations.
VRS Follows Jagmohan Meena’s Exit From Odisha Cadre
IAS Gopalan’s decision comes soon after another high-profile departure from the Odisha bureaucracy.
Bhubaneswar Deputy Commissioner of Police Jagmohan Meena, a 2013-batch IPS officer, had submitted his resignation from the Indian Police Service in July, citing personal reasons. The Centre subsequently accepted his resignation with effect from September 11, 2026.
Meena had served as SP of Malkangiri, Angul and Ganjam districts and as DCP of Cuttack before becoming Bhubaneswar DCP. His resignation was accepted by the Centre after the Odisha government processed the request.
The departure of two senior All India Services officers from Odisha within a relatively short period has consequently drawn attention within the state’s administrative establishment, although the two officers have separately cited personal reasons for their decisions.
What Happens Next?
Gopalan’s application is not itself the final cessation of service. The competent authorities will have to process and approve the voluntary retirement request before he can formally leave the IAS.
Until such approval and the issuance of the relevant orders, arrangements for the Chief Electoral Officer’s office and the Excise Department will have to be made by the state government as required.
For now, the immediate significance of the development lies in the departure of a senior 2001-batch officer who was still holding two important responsibilities and had substantial service remaining.
After a career spanning roughly 25 years and assignments ranging from Odisha’s developmental administration to UIDAI and electoral management, R. S. Gopalan’s application marks an unexpected potential end to his tenure in government service.
