Bhopal: In an incident that is difficult to believe, thieves allegedly entered the official bungalow of senior IAS officer Vivek Kumar Porwal in Bhopal and cut down and stole a sandalwood tree. The incident reportedly occurred in Char Imli, a prominent VIP residential area near the official residence of Madhya Pradesh’s Director General of Police (DGP).

The theft took place despite the presence of a security guard at the bungalow and has raised questions about security arrangements in an area where several senior government officials reside. According to reports, the incident occurred between 2 am and 2:30 am, when three individuals allegedly entered the premises, cut down the tree and escaped with it.

Additional Police Commissioner Shailendra Singh Chauhan confirmed that three people were involved in the incident. Police have reportedly identified the suspects and are working to locate them for arrest.

The unusual theft has brought attention to the security of government officials’ residences in Bhopal. It has also put the spotlight on Vivek Kumar Porwal, a 2000-batch Madhya Pradesh-cadre IAS officer who has held several senior administrative positions, including assignments in district administration, the Chief Minister’s Office, revenue administration and the Mineral Resources Department.

Sandalwood Tree Stolen from IAS Officer’s Bungalow

According to reports, the theft took place late at night between 2 am and 2:30 am. The suspects allegedly entered the premises of Porwal’s official residence, cut down a sandalwood tree growing on the property and fled with it.

A security guard was present at the bungalow when the incident occurred. However, the guard reportedly failed to notice the theft, with police indicating that he may have been asleep at the time.

The incident came to light after the theft was reported to the police. A team subsequently visited the location and began investigating how the suspects gained access to the premises and escaped with the tree.

Police are examining CCTV footage from nearby areas to trace the suspects’ movements and establish the route they took before and after the incident.

The theft has drawn particular attention because sandalwood is a valuable tree and the incident occurred in a residential zone associated with senior officials and heightened security arrangements.

Police Identify Three Suspects, Search Underway

Additional Police Commissioner Shailendra Singh Chauhan said three individuals had entered the residence of a senior officer within the jurisdiction of Habibganj police station and stolen a sandalwood tree.

“Last night, three individuals entered the residence of a senior officer within the jurisdiction of the Habibganj police station. They cut down and stole a sandalwood tree that was growing on the property,” Chauhan said.

He added that a security guard was present at the residence but may have been asleep and failed to notice the incident.

Following the police inquiry and examination of nearby surveillance footage, investigators identified three suspects allegedly involved in the theft.

Chauhan said the police were working to locate the suspects and ensure their arrest. He added that the incident was being treated seriously and that efforts were underway to apprehend those responsible.

The investigation is expected to establish the circumstances surrounding the theft, including how the suspects entered the bungalow premises and whether there were any lapses in the security arrangements.

Who Is IAS Vivek Kumar Porwal?

Vivek Kumar Porwal is a senior Indian Administrative Service officer belonging to the 2000 batch of the Madhya Pradesh cadre. Over more than two decades in public service, he has held a variety of administrative and policy-related assignments across the state.

His career has included district-level postings, responsibilities in the Madhya Pradesh Chief Minister’s Office, leadership roles in public-sector organisations and senior positions in state government departments.

Porwal has worked in areas including revenue administration, urban governance, energy management, industrial development and digital governance. His administrative experience spans both field-level assignments and policymaking roles in the state secretariat.

As of October 2026, Porwal is serving as Principal Secretary of the Mineral Resources Department of the Madhya Pradesh government.

Educational Background of Vivek Kumar Porwal

Vivek Kumar Porwal was born on February 21, 1971. His reported educational qualifications include a Bachelor of Science degree in Mathematics and an M.Tech. in Electrical Engineering.

His technical educational background is distinct from the academic paths commonly associated with administrative service. During his career, he has worked across departments requiring coordination between technology, public administration, infrastructure and government policy.

Some biographical profiles also mention additional academic and executive education, including a PhD in Economics from IIM Indore. However, those details should be verified against official records before being treated as confirmed qualifications.

From District Collector to Senior Secretariat Positions

Porwal has served in several districts of Madhya Pradesh during his career, including Jabalpur, Dhar, Balaghat, Narsinghpur, Singrauli and Tikamgarh.

As a District Collector and District Magistrate, he was responsible for district administration, coordination among government departments, implementation of welfare programmes and oversight of public services.

He also served as Commissioner of the Indore Municipal Corporation, giving him experience in urban administration and municipal governance.

His career subsequently included senior assignments in the state government, where his responsibilities extended beyond individual districts to broader policy coordination and departmental administration.

Role in the Madhya Pradesh Chief Minister’s Office

Porwal served in the Madhya Pradesh Chief Minister’s Office and held responsibilities connected with several government departments, including Aviation, Cooperation, Public Relations and Micro, Small and Medium Enterprises.

These assignments involved coordination between departments and the implementation of government priorities at the state level.

Working in the Chief Minister’s Office also gave him exposure to policy formulation, interdepartmental coordination and the monitoring of government programmes.

His career has therefore included both direct responsibility for district administration and work at the higher levels of the state government.

Cyber Tehsil and Digital Governance Reforms

One of the major governance initiatives associated with Porwal is Madhya Pradesh’s Cyber Tehsil project, which introduced a digital approach to eligible land mutation and revenue services.

The initiative was designed to make specified land-record processes paperless and faceless, reducing the need for citizens to repeatedly visit government offices. By digitising parts of the revenue administration system, the project aimed to improve transparency, reduce delays and make public services more accessible.

Porwal’s work in revenue administration also included efforts to modernise land records and improve citizens’ access to property-related information.

The broader objective of these reforms was to reduce procedural complexity and make land administration more efficient. Digitised records and technology-enabled services can help citizens access information more conveniently while improving the ability of officials to manage records and verify transactions.

Cyber Tehsil became an important part of Madhya Pradesh’s efforts to modernise revenue administration and expand the use of digital governance in public services.

Experience in Renewable Energy and Public-Sector Organisations

Porwal has also held leadership positions in organisations associated with Madhya Pradesh’s power management and renewable energy sectors.

During 2021–2023, he served as Managing Director of the Madhya Pradesh Power Management Company and the state’s Renewable Energy Company, according to the supplied career details.

He has also held responsibilities associated with the Madhya Pradesh State Industrial Development Corporation.

These assignments expanded his administrative experience into energy management, public-sector operations, industrial development and infrastructure-related governance.

His career reflects the varied responsibilities senior IAS officers may undertake, moving between district administration, state departments and public-sector organisations.

Current Posting as Principal Secretary of Mineral Resources Department

As of October 2026, Vivek Kumar Porwal is serving as Principal Secretary of the Mineral Resources Department in Madhya Pradesh.

The department deals with the administration and regulation of the state’s mineral resources and mining-related matters. Its responsibilities include implementing government policies and overseeing the administrative framework governing the sector.

Porwal’s appointment followed his work in revenue administration and placed him in charge of another significant area of state governance.

The position requires coordination on policy and administrative matters concerning mineral resources, an important sector for Madhya Pradesh’s economy and public revenue.

Security Concerns After Theft in Bhopal’s VIP Residential Area

The sandalwood theft has raised questions about security in Char Imli, where senior government officials and other prominent residents have their official or private residences.

The reported presence of a security guard at Porwal’s bungalow makes the incident particularly striking. Investigators are examining how three individuals allegedly managed to enter the premises, cut down the tree and leave without being detected.

The police investigation will need to establish the precise sequence of events and determine whether any security lapses contributed to the theft.

The case has also highlighted the challenge of preventing sandalwood theft, given the tree’s commercial value. The identification and arrest of the suspects will be an important step in determining responsibility and clarifying how the incident occurred.

For Porwal, the episode has brought an unusual kind of public attention to a career largely associated with administrative responsibilities, revenue reforms, digital governance and senior government appointments.

The investigation remains focused on locating the suspects and establishing the circumstances of the theft.
