New Delhi: In a strategic move to enhance telecom connectivity across India, the Department of Posts (DoP) and Bharat Sanchar Nigam Limited (BSNL) signed a Memorandum of Understanding (MoU) on Wednesday. The agreement aims to leverage the extensive postal network to provide BSNL SIM cards and recharge services to citizens, especially in rural and remote areas.
Partnership Signed by Top Officials
The MoU was inked in the national capital by Manisha Bansal Badal, General Manager (Citizen Centric Services & RB), Department of Posts, and Deepak Garg, Principal General Manager (Sales and Marketing-Consumer Mobility), BSNL. The collaboration will utilize over 1.65 lakh Post Offices across India as Points of Sale (PoS) for BSNL telecom services.
Expanding Connectivity in Rural and Underserved Areas
Manisha Bansal Badal emphasized the synergy of combining India Post’s trusted presence with BSNL’s telecom capabilities. “This partnership combines the trusted reach of India Post with the telecom expertise of BSNL to deliver affordable and accessible connectivity to every citizen,” she said.
Deepak Garg added, “Through this collaboration, BSNL services will be available at every nook and corner of the country, enabling citizens—particularly in rural and underserved areas—to access mobile services conveniently at their nearest Post Office.”
Successful Pilot in Assam Paves Way for Nationwide Rollout
A proof-of-concept conducted earlier in Assam yielded promising results, highlighting the potential impact of this initiative on a national scale. The pilot demonstrated effective delivery of mobile SIMs and recharge services through postal outlets, particularly benefiting remote populations.
Roles and Responsibilities Defined
Under the agreement, BSNL will provide SIM stocks and conduct necessary training for postal staff. The Department of Posts will facilitate customer onboarding and manage recharge transactions securely and efficiently. Both parties will ensure strict adherence to cybersecurity protocols and data privacy norms.
A Year-Long Collaboration with Scope for Renewal
Effective from September 17, 2025, the MoU is valid for one year and may be renewed based on performance. Monthly monitoring and reconciliation will be carried out to ensure smooth operations and transparency.
Bridging the Digital Divide through Public Sector Synergy
Officials hailed the partnership as a vital step toward achieving the objectives of the Digital India initiative. By combining BSNL’s telecom infrastructure with India Post’s unmatched last-mile reach, the collaboration is set to enhance financial inclusion and socio-economic development in rural India.
