New Delhi: The Central Government on Monday and Tuesday issued two major personnel decisions involving officers from the Indian Police Service (IPS) and Indian Administrative Service (IAS).
IPS officer Manav Verma (2015:HP) has been appointed as Superintendent of Police (SP) in the National Investigation Agency (NIA), while IAS officer Latha Ganapathy (2007:TN) has been prematurely repatriated to her parent cadre on personal grounds.
MHA Requests Immediate Relieving
Mr Verma, IPS Officer of Himachal Pradesh cadre, has been appointed as Superintendent of Police (SP) in the National Investigation Agency (NIA). The appointment was approved by the Ministry of Home Affairs (MHA) through an order issued on Monday, November 17, 2025.
The induction has been made against an existing vacancy, under the usual terms and conditions of central deputation.
The Home Ministry has instructed the Himachal Pradesh government to relieve Manav Verma immediately, enabling him to join his new assignment at the Centre without delay.
IPS Verma Was on Compulsory Waiting
Before this appointment, Manav Verma had been on compulsory waiting at the Police Headquarters, Shimla since November 5, 2025.
Prior to that, he served as Assistant Inspector General (AIG) of Police at the Police Headquarters.
His move to the NIA marks a significant shift from state police administration to national-level investigation and counter-terror operations.
IAS Officer Latha Ganapathy Prematurely Repatriated to Parent Cadre
DoPT Approves Repatriation on Personal Grounds
In another major development, IAS officer Latha Ganapathy, an IAS officer of 2007 batch fro Tamil Nadu cadre, has been prematurely repatriated to her parent cadre.
The Department of Personnel and Training (DoPT) issued the order on Tuesday, November 18, 2025, approving the proposal of the Department of Social Justice & Empowerment for her repatriation on personal grounds.
The order also imposes an extended cooling-off condition, in line with deputation rules.

Ms. Ganapathy’s central postings over recent years include:
- Director, Ministry of Health & Family Welfare — Appointed August 2022, assumed charge on October 2, 2022
- Joint Secretary (after empanelment) — Appointed in August 2024 in the same ministry
- Joint Secretary, Department of Social Justice & Empowerment — Appointed on May 28, 2025, for a tenure up to October 2, 2027
Her repatriation comes nearly two years before the completion of her approved central deputation tenure.
