Shimla: The Himachal Pradesh government has transferred 2012-batch IPS officer and Deputy Inspector General (DIG) Sanjeev Kumar Gandhi once again, appointing him as the Managing Director (MD) of the Himachal Pradesh General Industries Corporation Limited, Shimla. The latest posting marks his fifth transfer in nine months, drawing attention to the repeated changes in his assignments.
Before this appointment, Gandhi was serving as the Managing Director of the Himachal Pradesh Backward Classes Finance and Development Corporation in Kangra. The Department of Personnel has issued orders directing him to assume charge of his new assignment immediately.
With Gandhi’s appointment, Himachal Pradesh Police Service (HPS) officer Bhupendra Kumar, a 2009-batch officer who was holding the additional charge of Managing Director of the General Industries Corporation, has been relieved of the responsibility.
The government order describes the appointment as an administrative decision taken in the public interest.
Fifth Posting Change Since February
Gandhi’s latest transfer follows a series of posting changes between February and October 2026, taking him between police responsibilities and leadership positions in state-run corporations.
In February, he was moved from the Police Department and appointed Managing Director of Milkfed. However, he did not assume charge of that position. On February 24, he was directed to report to the Department of Personnel for further assignment.

In March, he was entrusted with the responsibility of DIG (Traffic, Tourist and Railways). The government removed him from the post in August and placed him under the Department of Personnel.
In October, Gandhi was appointed Managing Director of the Himachal Pradesh Backward Classes Finance and Development Corporation in Kangra. Now, through an order dated October 24, he has been shifted to the General Industries Corporation in Shimla.
The repeated changes have taken him from a proposed corporation assignment to a police leadership role and back to the administration of state-run corporations. His latest appointment is the fifth posting change in the nine-month period, according to the details of his transfers.
Two FIRs Registered Over Alleged Financial Irregularities
The latest posting comes against the backdrop of two FIRs reportedly registered against Gandhi at Shimla Sadar Police Station over allegations of financial irregularities.
One case concerns alleged irregularities in financial transactions, including a claim that Gandhi failed to reimburse a constable for expenses incurred on his behalf. Another allegation concerns the use of funds reportedly intended for police stations for expenditure at his official residence.
Investigations into both cases have reportedly been intensified. Police may question Gandhi as part of the probe, although any such questioning and its timing would depend on the course of the investigation.
The allegations have not been established as facts, and the registration of FIRs does not by itself determine guilt. Gandhi has denied the allegations.
Controversies During His Tenure as Shimla SP
Gandhi served as Superintendent of Police (SP) in Shimla from February 2023 to February 2026. During and after his tenure, questions and controversies emerged concerning his official residence, expenditure from police funds and other financial matters.
The cases reported in October 2026 have brought renewed attention to these issues. However, the allegations remain subject to investigation, and any conclusions will depend on the evidence and findings of the relevant authorities.
Frequent Transfers Keep Officer in Focus
Gandhi’s latest posting has again brought his repeated transfers into focus. Over the course of nine months, his assignments have included a proposed posting with Milkfed, a period under the Department of Personnel, responsibility for DIG (Traffic, Tourist and Railways), and leadership roles in two state corporations.
His appointment as Managing Director of the General Industries Corporation marks another change in his administrative responsibilities. The development comes as investigations into the allegations against him continue, making both his latest posting and the progress of the cases matters of public interest.
