Patna: Bihar Police have arrested three minors in connection with the alleged harassment of a minor girl and her male friend in Jamui and formed a Special Investigation Team (SIT) to investigate the case and trace other accused.
The police action follows the circulation of a video showing the alleged incident in which a group of young men reportedly harassed the two minors near a hill area in Jamui on September 19.
ADG Law and Order K.S. Anupam said the three arrested accused are aged between 17 and 18 years. They have been detained in accordance with juvenile justice procedures, while raids are underway to apprehend the remaining suspects.
The case has been registered at Jamui police station under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Protection of Children from Sexual Offences (POCSO) Act.
SIT Formed to Investigate Jamui Incident
The Bihar Police headquarters took immediate cognisance of the matter and directed the Munger range DIG and Jamui SP to take action.
A special team from the CID’s weaker sections unit has also been sent to Jamui to assist with the investigation. Separately, Jamui Police have formed an SIT under the leadership of SDPO Deepti Monali.
The team is conducting raids and working to identify and locate the remaining people allegedly involved in the incident.
Police have also said that the criminal antecedents of the identified suspects will be examined as part of the investigation.

What Happened in Jamui?
According to the police briefing, the minor girl is a student at a school in Jamui. On the evening of September 19, she went out on a scooter with a male friend.
The two reportedly stopped near the Madwa-Pratappur hill area to take photographs. At the location, a group of around seven to eight young men allegedly approached them and began making inappropriate remarks and harassing them.
The girl informed her family about the incident on September 20. The following day, her father submitted a written complaint at the police station, following which the case was formally registered.
Police have been examining the viral footage and other available evidence to establish the role of each person involved. Independent reports also confirm that the incident took place on September 19 and that an SIT was subsequently formed.
Action Against Those Sharing the Viral Video
The police investigation is not limited to those allegedly involved in the incident. Authorities have also started action against social media accounts that circulated the video.
ADG Anupam said several accounts had been identified for takedown action. So far, action has been initiated against:
- 13 Facebook accounts
- 12 Instagram accounts
- 7 X accounts
This brings the number of identified accounts to 32.
Police have warned that sharing or circulating material that reveals the identity or face of a minor can attract legal action. Authorities said those responsible may face proceedings under provisions of the POCSO Act and Section 74 of the Juvenile Justice Act.
The focus on the online circulation of the footage is significant because the law provides special protection to children involved in sexual offences, including safeguards against disclosure of their identity.
Police Expand Digital and Citizen Services
During the press briefing, the ADG also highlighted other initiatives being taken to modernise Bihar Police services.
The department’s citizen service portal allows people to access 15 different police-related services. These include obtaining copies of FIRs, providing confidential information, sharing details about proclaimed or wanted criminals, reporting information about unidentified persons or bodies and accessing details related to arrested or wanted individuals.
The portal also covers services related to recovered or missing property, missing or abducted persons, and verification services for domestic workers, drivers and tenants.
The aim is to make police-related services more accessible to citizens without requiring them to visit police offices for every requirement.
NCRP Linked With CCTNS
The ADG further said that the National Cyber Crime Reporting Portal (NCRP) has been integrated with the Crime and Criminal Tracking Network and Systems (CCTNS).
Under the arrangement, cybercrime-related information recorded at police stations can be linked with the relevant FIR data in CCTNS. The integration is intended to help investigators connect cybercrime complaints with corresponding criminal cases and facilitate faster investigation and disposal.
The move forms part of the police department’s wider efforts to use technology to improve investigation, information management and citizen-facing services.
Focus on Swift Action and Child Protection
The Jamui case has placed attention on both the investigation of the alleged harassment and the unlawful circulation of material involving minors.
With three arrests already made, an SIT conducting the investigation and further raids underway, police are continuing efforts to identify the role of all those allegedly involved.
At the same time, the action against social media accounts highlights the legal restrictions surrounding the publication and circulation of content that can identify child victims.
For Bihar’s policing system, the case also demonstrates the growing role of digital evidence and online monitoring alongside conventional investigation. The use of specialised teams, technology platforms and dedicated citizen services reflects the department’s broader push towards a more coordinated and technology-enabled policing system.
