New Delhi: The Appointments Committee of the Cabinet (ACC) on Friday approved the empanelment of three senior officers from different central services for appointment to Additional Secretary and Additional Secretary-equivalent level posts in the Government of India.
The empanelment marks a significant career milestone for the officers, making them eligible for appointment to some of the highest policymaking and administrative positions in the Central Government.
According to the official order, the following officers have been empanelled:

What the Empanelment Means
Empanelment at the Additional Secretary level is a crucial step in the career progression of senior civil servants. Officers empanelled at this level become eligible for appointment to senior leadership positions in ministries, departments, regulatory bodies, autonomous institutions and other key organizations under the Government of India.
The Additional Secretary rank is among the highest levels in the administrative hierarchy, reporting directly to Secretaries and playing a central role in policy formulation, implementation and governance.
Diverse Services Represented
The latest empanelment reflects representation from three major central services:
- IRSEE (Indian Railway Service of Electrical Engineers) – one of the premier technical services managing critical railway infrastructure and electrification projects.
- ICAS (Indian Civil Accounts Service) – responsible for public financial management, accounting and expenditure control within the Union Government.
- IES (Indian Economic Service) – the government’s specialized cadre for economic analysis, policy planning and macroeconomic advisory functions.
Strengthening Senior Leadership Pool
With the ACC’s approval, the three officers join the pool of senior bureaucrats eligible for deployment at the Additional Secretary level across various ministries and departments.
Their empanelment is expected to strengthen the Central Government’s senior administrative leadership and policymaking framework in sectors ranging from infrastructure and finance to economic planning.
