The matter was heard by a Division Bench of Acting Chief Justice Vivek Rusia and Justice Pradeep Mittal. The Bench directed that notices be issued to the respondents after payment of the required process fee and sought their replies within four weeks.

Madhya Pradesh Teacher Less School Case: What Does the Petition Claim

The PIL is based mainly on the Comptroller and Auditor General (CAG) Compliance Audit Report No. 10 of 2025, which examined 66,814 government schools in Madhya Pradesh for the period from 2018 to March 2023. According to the petition:

  • 1,895 government schools are functioning without a single teacher.
  • Out of these, 1,379 schools still have enrolled students.
  • 435 schools have no students but still have teachers posted there.
  • 128 teachers have reportedly been posted in schools where no teaching posts were officially sanctioned.

Concerns Raised in the PIL

The petitioner argued that the shortage of teachers is directly affecting the quality of education in government schools. The PIL also refers to a decline in high school examination results, claiming that pass percentages have fallen significantly over recent years.

It further cites media reports alleging inadequate inspection of schools in districts such as Indore, Mandla and Sheopur, raising concerns about monitoring and accountability.
