Bengaluru: The Karnataka government on Monday carried out a significant reshuffle in its bureaucratic structure, involving several senior Indian Administrative Service (IAS) officers across key departments, including Health, Revenue, Labour, and Skill Development.

The changes impact officers from multiple batches and include fresh postings, inter-department transfers, and additional charge assignments.

Manoj Kumar Meena Appointed Health Secretary

2003-batch IAS officer Manoj Kumar Meena (IAS:2003:KN) has been appointed as the new Principal Secretary, Department of Health and Family Welfare, marking a key administrative change in the state’s health governance structure.

Meena was previously serving as Secretary in the Department of Skill Development, Entrepreneurship and Livelihood.

As part of the reshuffle, he will now also take charge of the Revenue Department, which includes:

  • Disaster Management
  • Stamps and Registration
  • Social Security

He will be replaced in the Revenue Department by Manoj Kumar Meena, while Pandey is reassigned to a different role under the new administrative arrangement.

Harsh Gupta Moved from Health Department, No New Posting Yet

Senior officer Harsh Gupta (IAS:1997:KN), who was serving as Principal Secretary in the Health and Family Welfare Department, has been relieved from his post.

However, he has not been assigned any new posting for the time being, making his transfer one of the most notable developments in the reshuffle.

Salma K Fahim Gets Additional Charge

2006-batch IAS officer Salma K Fahim (IAS:2006:KN), currently serving as Secretary in the Labour Department, has been given additional charge of the Department of Skill Development, Entrepreneurship and Livelihood.

She will manage dual responsibilities following the reshuffle in the administrative structure.

Key Administrative Changes at a Glance

  • Manoj Kumar Meena → New Health Secretary + Revenue Department charge
  • Ritvik Ranjanam Pandey → Shifted from Revenue Department
  • Harsh Gupta → Removed from Health Department, awaiting new posting
  • Salma K Fahim → Additional charge of Skill Development Department

Significance of the Reshuffle

The reshuffle reflects Karnataka’s ongoing administrative realignment across critical governance sectors such as health, revenue administration, and skill development. The changes are expected to streamline departmental functioning and improve coordination across key policy areas.
