Bhopal: The Madhya Pradesh government has announced that it will cover the cost of land registry for applicants under the Prime Minister Awas Yojana (PMAY) who lack proper land documentation. This initiative targets individuals whose properties were previously in rural areas but now fall within urban limits, preventing them from availing housing benefits due to missing land records.
The government has allocated ₹6,000 crore for this initiative to ensure that economically weaker sections are not excluded from the housing scheme.
Ensuring Eligibility for PM Awas Yojana
Under PMAY, land registration is mandatory for beneficiaries to receive housing assistance. Many poor families were becoming ineligible because their land titles were not registered, particularly in suburban areas that transitioned from rural to urban jurisdiction.
The Madhya Pradesh government’s new policy will remove these legal hurdles by registering the land or issuing pattas (ownership documents) at the state’s expense. Land verification will be conducted first to confirm the property’s status before completing the registry process.
Legal and Administrative Support
This initiative addresses the bureaucratic and financial challenges that low-income families face in acquiring land documentation. By covering the registration costs, the government ensures that eligible beneficiaries can access permanent housing without being burdened by additional expenses.
Legislative Advocacy for the Initiative
The matter was raised in the state assembly by former Urban Development and Housing Minister and Congress MLA Jaivardhan Singh. He highlighted that earlier PMAY rules did not require land registration, but the new mandate made it difficult for poorer applicants to comply.
His concerns were supported by Sagar BJP MLA Shailendra Jain, emphasizing the need to simplify procedures and protect vulnerable citizens from being excluded from housing benefits.
Financial Provision and Implementation
The Madhya Pradesh government has allocated ₹6,000 crore to cover land registry costs for eligible beneficiaries. This step is part of a broader effort to provide secure, legal housing to economically disadvantaged families and to strengthen the implementation of PMAY across urbanizing regions.
