Bhopal: The Madhya Pradesh government has issued fresh transfer orders involving three IAS officers, making changes to the administrative structure of the Bhopal Municipal Corporation and the state’s Urban Development and Housing Department. The reshuffle includes the transfer of Akshay Kumar Temrawal, an IAS officer of the 2018 batch, from his position as Additional Commissioner of the Bhopal Municipal Corporation to the Directorate of Urban Development and Housing.
The latest order follows the appointment of Ramprakash Ahirwar as Bhopal Municipal Commissioner. Abhishek Saraf, a 2020-batch IAS officer, has been appointed Additional Commissioner of the Bhopal Municipal Corporation, while Sumit Kumar Pandey, a 2021-batch officer, has been assigned the charge of Chief Executive Officer (CEO) of Smart City Bhopal, along with additional responsibility as Additional Commissioner of the municipal corporation.
The reshuffle comes after an earlier round of transfers in which the municipal commissioners of Bhopal and Jabalpur were changed. The subsequent reassignment of Temrawal has drawn attention because he holds a higher seniority position than Ahirwar within the 2018-batch IAS officers.
Akshay Kumar Temrawal Shifted to Urban Development Directorate
Akshay Kumar Temrawal, an IAS officer of the 2018 batch, has been transferred from the post of Additional Commissioner, Bhopal Municipal Corporation, to the position of Additional Commissioner in the Directorate of Urban Development and Housing.
Temrawal was serving as an Additional Commissioner in the Bhopal Municipal Corporation when the government appointed Ramprakash Ahirwar as the corporation’s new Municipal Commissioner. The subsequent order reassigned Temrawal to the Urban Development and Housing establishment.
According to the information provided, Temrawal holds seniority rank 296 among the 2018-batch IAS officers, while Ahirwar holds rank 299. Temrawal is therefore senior to Ahirwar in the batch’s seniority order.

Ramprakash Ahirwar Takes Charge as Bhopal Municipal Commissioner
The latest administrative changes follow an earlier reshuffle in which Ramprakash Ahirwar was transferred from his position as Municipal Commissioner of Jabalpur to become the Municipal Commissioner of Bhopal.
Before Ahirwar’s appointment, Sanskriti Jain was serving as the Municipal Commissioner of Bhopal. She was transferred and appointed Deputy Secretary in the Finance Department.
Ahirwar’s appointment brought him to the head of the Bhopal Municipal Corporation. However, the subsequent placement of Temrawal, who holds a higher seniority rank despite serving as Additional Commissioner, became a point of attention within the state administration.
Following Ahirwar’s assumption of charge, the government issued a fresh order transferring Temrawal to the Directorate of Urban Development and Housing. The move changed the administrative arrangement within the corporation and provided for a new Additional Commissioner.
Abhishek Saraf Appointed Additional Commissioner of Bhopal Municipal Corporation
Abhishek Saraf, an IAS officer of the 2020 batch, has been appointed Additional Commissioner of the Bhopal Municipal Corporation.
He will take over the responsibility previously held by Temrawal, who has been moved to the Directorate of Urban Development and Housing.
The appointment forms part of the government’s latest changes to the municipal corporation’s administrative structure following Ahirwar’s appointment as Municipal Commissioner.
Sumit Kumar Pandey Gets Additional Charge of Smart City Bhopal CEO
Sumit Kumar Pandey, an IAS officer of the 2021 batch and Additional Collector of Bhopal, has been entrusted with the responsibility of Chief Executive Officer of Smart City Bhopal.
In addition to this assignment, Pandey has been given the additional charge of Additional Commissioner of the Bhopal Municipal Corporation.
His appointment brings together responsibilities associated with the Smart City initiative and municipal administration. The order provides for him to handle both assignments alongside his existing administrative experience as Additional Collector.
Earlier Reshuffle Changed Municipal Commissioners of Bhopal and Jabalpur
The latest order follows an earlier reshuffle involving four IAS officers, issued three days before the fresh changes.
Under that round of transfers, Bhopal Municipal Commissioner Sanskriti Jain was appointed Deputy Secretary in the Finance Department, while Jabalpur Municipal Commissioner Ramprakash Ahirwar was transferred to Bhopal to take charge of the municipal corporation.
The subsequent reassignment of Temrawal and the appointments of Saraf and Pandey further altered the administrative arrangement in Bhopal.
The latest changes involve three IAS officers directly in the reported reshuffle, with Pandey receiving additional responsibilities alongside his existing position as Additional Collector.
